04-05-89 Public Works Comm Minutes_�,pril 5, 1989 PUBLIC WORKS COMMITTEE MINUTES 8:00 A.M. Attendance: Chairman Hopkins, Councilwoman Hafferman, and Councilman Schindler. Others Present: Mayor Kennedy, DPW Hammer, Street Supt. Brady, Construction Inspector Van Dyke, Surveyor Zavodny, Larry Jaeger, Larry Smith, Art Neufeld, Jenny Young, Bess • Neufeld, Ella Schindler, Lyn Tucker, Randy Snyder, Louceal Maze, Laura Mae Rodell, Judy Morenriser, Julia Anderson, Marjorie Morgan, Elaine Hoyam, Don Holm, Barb Smith. BUS DEPOT C. Hopkins explained City involvement in the issue of bus depot parking is to decide to provide for 24 hour parking restriction for bus parking if the bus depot is relocated to 3rd St. W. and 2nd Ave. W. DPW Hammer questioned how often the bus would be parked on the street each day. Mr. Holm responded the standing time is approximately 60 minutes per day. C. Schindler questioned the proposed bus route. Mr. Holm responded the exit route would be west to 3rd, 4th, or 5th, and return route would be from Main St. to 3rd St. W. C. Hafferman suggested the bus depot utilize the old salvation army building. C. Schindler suggested Mr. Holm contact the Chamber of Commerce to relocate to the Visitor Center by Lions Park. C. Hopkins requested response from all individuals present as follows: Opponents: Elaine Hoyam, Marjorie Morgan, Barb Smith, Judy Morenriser, Randy Snyder, Lyn Tucker, Ella Schindler, Bess Neufeld, Jenny Young, Art Neufeld, Larry Smith. The above persons spoke against having the bus depot at the proposed location. Opposition issues are: traffic congestion, pedestrian traffic, lack of parking space, allowable width for two vehicles to travel, and diesel odors. Barb Smith presented • the attached signed petition against the depot site. Proponents: Julia Anderson, Laura Mae Rodell, and Louceal Maze. The above persons spoke in favor of the bus depot relocation. They agreed the depot should be in the Kalispell downtown area for convenience and also retain business in Kalispell. C. Schindler drew a sketch in explanation which demonstrated traffic congestion and possible problems associated with snow plowing and removal. Mr. Holm withdrew his request and expressed his appreciation to the Committee and Public Works Staff and also welcomed any suggestions for relocation sites. Julia Anderson suggested utilizing the Daily Interlake to enlist the assistance of the community to locate an alternate site. C. Hopkins expressed the Committee's appreciation for input from persons present. All individuals present for discussion of the bus depot relocation excused themselves from the meeting. STREET RECONSTRUCTION C. Hopkins stated Mayor Kennedy has proposed all reconstruction in the Tax Increment District be contracted. DPW Hammer presented and explained approximate budget estimates for 1989-90 fiscal year. If the Tax Increment District is contracted and after operating expenses in Gas Tax and Special Street Maintenance are subtracted, the Street Department will have approximately $43,000 remaining for materials. Hopkins stated he would rather have the staff utilize their expertise in the area of design and construction without major involvement by the City Council, fie stated he has not heard any complaints from local contractors regarding private vs public. • • • April 5, 1989 PUBLIC WORKS COMMITTEE MINUTES Page Street Supt. Brady stated the contractors are receiving more work at present than if contracted. DPW Hammer stated if the Council decides to go private there is no guarantee a local contractor will be awarded the bid. Mayor Kennedy proposed the Street Department complete E. Oregon Street, reconstruct S. Meridian, and contract reconstruction within the Tax Increment District. Contracting projects may be a solution to private vs public as a comparison. The Committee felt this would not be cost effective. Surveyor Zavodny requested authorization from the Committee to solicit proposals for remaining sidewalk for the E. Oregon project if the costs are less than the $10,000 requirement. The Committee then authorized the request of Surveyor 'Lavoduy. The Committee will meet April 12, 1989 at 8:00 A.M. to further discuss street reconstruction/maintenance. In the interim C. Hopkins will poll all Council members for a concensus on contracting within the Tax Increment District. The Public Works staff is to continue refining their proposal for street reconstruction/maintenance.
