Attendance: Sewer and Water Committee Chairman Nystul, Councilwoman Hafferman.
Others Present: Mayor Kennedy, DPW Hammer, City Accountant Robertson, Project
Coordinator Plambeck, Construction Inspector Van Dyke, Dennis Carver of Carver
Engineering, and Butch Woolard of LHC.
SOUTHWEST KALISPELL Mr. Carver presented the Committee with bid tabulations for
construction improvements for the Southwest Kalispell project. LHC, Inc. is low
bidder at $783,647.30. Carver Engineering recommends the City Council award
LHC, Inc. the bid for Schedules I, II, and III for a total of $612,541.23.
Alternates were included for bidding purposes. Alternate "A" - All Roadway
Excavation, Alternate "B" - Road to Subgrade with Pitrun Gravel, Alternate "C" -
Cushion and Pave all Roads.
DPW Hammer stated and explained the options for decision by the Council. Although
it will be less expensive to the City to utilize City forces, he recommends
contracting on this project due to coordination problems and liability.
Carver Engineering encouraged the Committee to recommend the award of the low
bid of LHC, Inc. for all alternates as opposed to utilizing City forces due to
possible coordination problems.
Discussion of funding took place.
Mr. Woolard made the Committee aware of a mistake on the bid submitted by LHC, Inc.
for Alternate "A". The amount should read $30,186 higher than $17,421.17.
• Mr. Carver stated three options the City has with the bid of LHC, Inc. --
1) Accept the error and modify the bid. 2) Reject the bid and award the bid
to the next lowest bidder. 3) Hold the Contractor to their bid.
C. Nystul proposed and C. Hafferman agreed to refer the $30,000 issue to the
City Attorney to advise the Committee as soon as possible and the Committee will
reconvene. In the interim, the City Accountant, Staff, Project Coordinator break
down the budget to reflect the actual amounts bid and for Carver Engineering to
forward a copy of the bid tabulation to Water Quality for them to decide what
the City should expect to receive as a reimbursement on streets to include the
intention of the City to award the bid to the low bidder.
