01-03-89 Public Works Comm MinutesPUBLIC 6VCPRS COMRITTEE MEEl'ING 1/3/89
An urgency meeting was held on this date at 7:00 P.M. in the Conference
Room. Menbers attending were Chairman Gunnerson, Councilman Nystul and
Councilwoman Hafferman, DPW Hamner, Azting Water Supt. Van Dyke, Mayor
Kennedy, Terry Richmond and John Heineke.
John Heineke went over the bids for the telemetry system. Three bids were
received, the lowest in the amount of $58,332.66 from Motorola. C. Powell
Electric bid was for $72,832.00, Kalispell Electric, $86,607.00.
The Public Works Department net previously to review bids. It was decided
at that meeting that Motorola was the most appropriate bid to accept. Both
the staff merbers and firm of Morrison & Maierle recommend awarding the bid
to Motorola.
Discussion: The committee questioned if there were any deviations from bid
specs, Heineke said no. A similar system was viewed in Havre, MT by
Heineke, Andy Hyde and Gene Garner. A radio license was discussed. Since
there are radio waves involved, we do have to have this license. Motorola
will do this for the city, it is part of the bid document and they will take
care of it.
Nystul asked if any change orders were anticipated, Hammier and Van Dyke both
said no and was told that $61,000.00 was budgeted for this.
Gunnerson asked if this is a new system fran Motorola, Heineke replied that
they have many in operation.
Discussion an Morrison and Maierle to monitor installation: estimated cost
is 114 man hours or $4,500.0% This would be construction administration.
Nystul: if you did not do this, who would? City staff. DPW Hanmier
recommended we have M&M do this. Enough money is in budget for various line
items in Water Department budget.
Discussion on the merits of having M&M do this. Nystul said our staff
could at least help with sane of the paperwork to help cut expense down, if
the amount is $5,000.00, it has to be bid.
Motion:
Nystul: Committee recommend to Council to award bid for telemetry system to
Motorola and authorize Mayor and DPW Director to enter into construction
administration contract with Morrison and Maierle not to exceed $4,500.00.
Seconded by Haffermen. Vote unanimous.
The meeting was closed by Chairman Gunnerson.
