HANDICAP PARKING Asst. Police Chief Hossack explained the requests and the needs
for two separate residences to receive handicap parking spaces in front of their
homes. At present, the City has three handicap parking spaces.
Motion: C. Nystul moved for the Committee to accept the recommendation of the Asst.
Police Chief to allow one handicap parking space at 286 5th Ave. E.N. and 20 6th
Ave. W. C. Schindler seconded the motion and the motion carried. In accordance with
the State Law, the curbs will be painted blue. The added parking spaces will be
brought before the City Council for informational purposes.
There being no further Public Safety issues to discuss, Asst. Police Chief Hossack
excused himself from the meeting.
MERIDIAN ROAD -- WEISSMAN'S APPROACH Construction Inspector Van Dyke presented
and explained a drawing of the drive cuts given to the businesses as were designed
for Meridian Road.
Mr. Stoltz, representing Weissman's, requested the Committee to allow Weissman's
to have the front of the building left wide open for full access.
DPW Hammer stated that the design was based upon Uniform Standards for Traffic
• Engineering and there is a possibility of liability to the City if Weissman's
had a wide open access. He reported there has been approximately 100 accidents
on Meridian within the last five years and the road has to be designed according
to safety standards. The Public Works Staff is recommending to the Committee
to adhere to the design.
Considerable discussion then followed of the various options available to Weissman's
for parking.
Motion: C. Schindler moved the Committee recommend to the City Council on August 8
1988, to follow the Public Works Director's directive to put the curb cut in at
Weissman's under City Specifications.
Mr. Stoltz then requested the City of Kalispell to announce the decision in letter
form to 3 W's, Inc., Great Falls, defining the reasoning.
C. Gunnerson called for a second to the motion. C. Nystul seconded and the motion
carried unanimously in favor.
The Committee requested the staff to prepare the requested letter for 3 W's, Inc.,
Great Falls, defining the reasoning, and City Attorney Neier to review.
FIRST ALLEY WEST 1) Liability Insurance. C. Gunnerson stated that due to the
nature of the First Alley W. project, and reviewing the project with the Public Works
Department and Jay Billmayer, Design and Construction Engineer, it is requested to
increase the liability insurance from $1,000,000 to $5,000,000.

A discussion then
took place regarding the magnitude, scope
and progress of the First

Alley West project and the value of the properties adjacent
to the construction.
The additional
cost to the City would be $4,600 to increase
the insurance coverage
to $5,000,000.
Mr. Billmayer stated there is a $45,000 contingency
in the project
estimate. He
pointed out that there may be another area in
which this money would
be expended as
the project progresses.
Discussion of the recommending amount of the liability insurance increase then took
place based on the value of the buildings and the risk factor involved in the
construction.
The Committee made the recommendation for a
ility insurance. This is to be brought before the City Council August 8, 1988
a final approval of the change order.
2) Curbs/Sidewalks. DPW Hammer reported that City Surveyor Zavodny had noticed
a change in quantities after the preconstruction walk through and had questioned
the quantity change for curbs and sidewalks. This would eliminate $4,081.00 off
the original contract price to Chet Brown, Contractor.
The change related to the installation of curbs and sidewalks at JB's Bar. If the
Public Works Department was aware of the change in quantities, decorative street
lights and conduit for traffic signals would have been addressed and would have
required that the business pay for curbs and sidewalks since it is not related to
the sewer project.
• Discussion then took place regarding the origination of the addition and the reasoning
for adding the curbs and sidewalks to the project.
