The committee met in the Conference Room, in attendance were Mayor Kennedy,
Chairman Ruiz, Committee member Palmer, Councilmen Saverud and Nystul, City
Attorney Neier, DPW Hammer, Don Halver, Clerk/Treasurer, Roger Hopkins, DIL,
and Ryan Hines, Gateway West Mall.
DPW Hammer explained earlier dealings with Gateway West concerning
improvements on Kinshella/Husky Streets, plus ordering curbs in and a road
they wanted to go through Kinshella from Husky to Two Mile. Curbs were put
in on Gateway West side only, the road has waited for a year and a half.
With the possibility of the Post Office buying that property, we are at the
point that the curbs should be ordered for the area and get the project on
its way. The street reconstruction will be the City's responsibility.
Ryan is requesting an S.I.D. to complete the untouched section, Hammer is in
favor of that.
C. Palmer suggested that previous minutes be looked into to determine
exactly what is to be addressed, restrictions, loading/unloading, street
considerations, etc. Ryan agreed to leave this up to the Council. He
stated that they had a few curbs left to put in, about 3/4 of theirs are in
• place.
Discussion of Council creation of Special Improvement District for paving of
Kinshella Street at this point. Gateway West owns 70% of the street,
giving them a 70% vote on S.I.D. Protest. Curb installation will be the
responsibility of property owners and can be put on tax assessments. Husky
Street improvements will be addressed at a later time. C. A. Neier
explained the mechanics of creating the S.I.D. Gateway West will send a
letter of request to Mayor Kennedy and City Council, if this is received in
time, Neier will have the Resolution of Intention prepared for the Council
meeting of April 7 and will set up a timetable for Council.
C. Saverud moved to recommend to Council to proceed with the ordering
in of curbs and creation of S.I.D. for street improvements, seconded by C.
Palmer.
Discussion of time element, preliminary details to be done by C.A. Neier,
width of street. Meeting adjourned at 4:45.
