10-24-13 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, October 24, 2013 Main Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Chad Fincher, Parks Superintendent Kevin LeClair, Senior Planner Wade Rademacher, Police Captain Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: 10 Meridian Court — new commercial building. This is an existing lot within the subdivision. This is a 3,200 sq. ft. spec building, and has gone through Architectural Review. There is a mix of trees in the front of the building. They will need to get a Planting Schedule to Fincher. They have an engineer looking at their stormwater. This will be on the agenda for next week. Sportsman & Ski Haus — Existing building with an addition to the east, including small mezzanine areas, storage, and expansion to their retail area. No new public entrances; only a new entrance for employees and emergency exits. There will also be a new loading dock area in the back. There are actually three parcels between their existing building and the theater. We will file something with the Clerk & Recorder's office to treat them as one parcel for purposes of building and fire code. They will need to keep a 40' buffer from the theater. Their permit will be issued under the closest neighboring lot but using their present address. Wargo is still reviewing their stormwater issues. This will be on the agenda for next week. The Shops — 85 Treeline; new retail spaces. Dedman is okay with this project. Fincher will need to get their Planting Schedule. Wargo will look at their site layout and sidewalks. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS — Nothing has been submitted for their November agenda, so they will use their meeting time as a Work Session to work on the update to the City's Growth Policy. OTHER BUSINESS: Spring Prairie, Phase 3 — LeClair spoke with Karen yesterday about responding to the conditions of the Plat. She is preparing the memorandum that talks about how the site has complied. They will be making an application to the Council for Final Plat for the November 4th meeting. They are counting on the Certificate of Completion letter that Sorensen put together to get Cabela's their C of O on their building as part of the Swank site work contract. Sorensen mentioned that he noted on the bottom of that letter that the letter did not certify anything for plat approval. The Galloway letter does speak to this. There are also fire conditions and fire flow issues that will need to be addressed in a letter. LeClair will send out some specific e-mails to everyone so they can get some letters issues to go with this submittal for that Final Plat. Joel Tomkins said that his letter said "Construction of Spring Prairie Phase III has been completed with all items referencing the approved construction sets that were approved." He signed it and stamped it. LeClair will also prepare the memo to the Council on this. The meeting was adjourned at 10:22 a.m. 2
