AN ORDINANCE AMENDING SECTION 21-21, PROVIDING AN INCREASE IN FEES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA,
AS FOLLOWS:
Section 1. Section 21-21 of the Kalispell City Code is hereby amended to
read as follows:
Section 21-21. PERMITS, FEES AND PLANS.
(a) Permit required. Before commencing the repairing or installing of
any system, boilers, automatic water heaters, (steam or vapor systems), hot
water boilers, secondary heaters, furnaces (wood, coal, gas and oil burning),
oil or gas burning space heaters, oil and gas tanks or bottles, valves and gas
fittings and allied materials and accessories, the fitter doing the work must
first obtain from the proper inspector a written permit which shall give the
location and character of the work to be done, type of system to be installed
and the name of the owner or lessee of the premises wherein the proposed work
is to be done. In the meaning of this section, the work "repair" shall not
apply to ordinary repairs to boilers, mains, radiators, valves or traps or to
the removal of obstructions in equipment or piping which are generally known
and considered as maintenance work. It is intended that replacement of radi-
ators where no new radiator is cut into the system shall be considered as
maintenance.
(b) Fees for permits; time for completing work. Before the issuance
of any permit, such inspector shall require the payment of a fee in accordance
with the following table:
Volume to be heated Fee
5,000 to 10,000 cubic feet . . . $2.00
10,000 to 15,000 cubic feet . . . 2.50
For each 10,000 cubic feet or
fraction thereof over 15,000 cu.ft. 1.00
' If alterations to the heating of an existing building be desired, the
permit fee shall be based upon one-half of the fees for new installations
affected. No fee shall be exacted for work generally known as maintenance
work. If any work on the construction, alteration or repairs of a heating
system be commenced without a permit having first been secured, double the
fees above stated shall be exacted when a permit is finally issued. Payment
of such double fees, however, shall in no way relieve such persons of the
penalties imposed for violation of this Code. If work under a permit is not
commenced for six months after its issuance, or if, after partial completion,
work is discontinued for a period of one year, the permit thereupon shall
become void and no work shall be done at the premises until a new permit shall
have been secured.
(c) Plans required. Accompanying the application for permit, there shall
be filed with the plumbing inspector, plans for the work to be undertaken,
showing the number, character and location of all features of the work, which
plans shall also show the precise location of the premises, the name of the
owner and shall be signed by the heating contractor. Such plans shall be filed
at least five days in advance of commencement of the work contemplated; pro-
vided, however, that no plans shall be required for heating work in dwellings
of two floors or less. The permit issued under this section shall not be held
to allow the cutting of any structural features of any building. Where such
necessity arises, application shall be made to the proper inspector for the'
necessary permit. The permit shall cover the work set forth in the plans only.
