Mayor Kennedy called the meeting to order at 2:00 pm. Commission Members
• Stefanie, Schindler and Grainger were present. Also attending were David
Miller of The Saloon and James Ellis Mayes and John Clayton Erickson of the
Black Angus Stalemate Lounge.

Public Hearing - The Saloon
Mayor Kennedy opened the public hearing on the application of David and
Shirley Miller for a Gaming License for The Saloon, aka Moose's Saloon. Mayor
Kennedy reported all paperwork appeared to be in order.
There being no protestors, Councilman Grainger moved the application of The
Saloon be approved. Police Chief Stefanie seconded and the motion carried.
Public Hearing - The Stalemate Lounge
Mayor Kennedy next opened the public hearing on the application of James
Ellis Mayes and John Clayton Erickson for a Gaming License for The Black
Angus Stalemate Lounge. Mayor Kennedy also reported all their paperwork
appeared to be in order.
There being no protestors, Councilman Grainger moved the application of The
Black Angus Stalemate Lounge also be approved. Police Chief Stefanie
seconded and the motion carried.
Proposed Changes - Regulations
Police Chief presented a list of proposed changes to the gaming regulations
and the commission discussed them.
1. Clarify the wording of Paragraph 6.50 to more clearly define
dealers. Agreed to recommend.
2. Revise the dealer licenses to move all personal information to
the back side. Agreed to recommend.
3• Stipulate specific penalties for violations. Not recommended.
U. Add fining as a possible penalty. Grainger suggested the Game
Owner be held responsible for all violations. He opposed fining, the
other three were in favor of recommending fines be authorized.
5. Clarify rules to allow punishing the owner. Agreed to recommend.
6. Specifically license each Keno machine, Keno game and Bingo game.
After lengthy discussion, the commission suggested the following fee
schedule:
$$500.00 Gaming License. This license would
Keno machine or game or one Bingo Game.

• Electronic Gambling machines. (other than poker machines)
$250.00 per machine for each additional machine over that
included in the Gaming License.
Electronic Poker Machines. Ihcrease from the present City
fee of $50.00 to $350.00 per machine.
All other existing gaming commission fees would remain
unchanged.
It was decided to write to all licensees and invite their comments on
these proposals. Mayor Kennedy will write the letter.
The Police Department will get a count of Keno Machines in the City.
8. Clarify the status of Bingo establishments. The rules say only
licensed on -premise drinking establishments can have gambling and the
Bingo Palace is not a drinkling establishment.
9. The game owners are requesting the gaming device distributors be
licensed. Agreed to recommend a $500.00 gaming license.
10. Keep juveniles (under 18) out of gaming areas. Agreed to the
need for some rules to be developed.
11. Change license wearing requirement. Concluded it was not needed
if the license format is changed.
