Mayor Kennedy, Chairman Councilman Grainger, Councilman Saverud, Councilwor.,an
Haff-err,an, Fire Chief Larson, Surveyor Zavodny and Clerk/Treasurer Halver.
Ci_air,an Grainger called tyre meeting to order at 9:30 am, and asked Chief
Larson to go*ahead.
Salary Proposals - Nonunion er,cloyees.
Diane Larson said the nonunicn employees are being represented today by
himself, Fred Zavodny and Don Halver and -vie are representing 17 employees who
are not in any bargaining unit.
Larson, Zavodny and the Committee reviewed the history of how salaries for
this group have been handled in tine past.
Larson explained the proposal included cost of living increases and some
salary adjustments.
The group is proposing the department heads meet individually with the
Coi,ndttee today to explai:; the.sziary adjustment recvests.
The Committee decided the department heads should meet with their ovrn council
committees and the tlayor first and then present all the salary adjustments
recommended by the committees.
Larson next presented the across the board request. The group is asking a 4%
40 pay rase retroactive to July 1, 1987 for the 1987-88 fiscal year. They
would also like to settle 1988-89 at the same tirae. The second year raise
would be based upon the U.S. Dept. of Labor, Bureau of Labor Statistics Cost
of Living Index figure for the period ending December 31, 1987. The latest
figure available on this index is 4.3%.

Chairman Grainger said the committee would take the 4% and COLA raises under
advisement, recormrend at the Novenber 2, 1987 Council C,ieeting that each
committee meet with their departments and Mayor and develop salary adjustment
recormciendations, hold a Council Workshop on December 1, 1987 at 5:00 pm., and
finalize the salaries package at the December 7, 1987 regular council
meeting.
Halver reported the 40.- raise would cost the General Fund just less than
$10,000 with the rest of the other funds paying less than $6,400. The AFSCi4E
settlement cost the General Fund over $17,000. These amounts are available
in the budget with another $7,000 reiiaining.
Councilman- Saverud appreciated the group not asking for an extreme amount,
expecting the council to respond at the other extreme, and then hope to find
a midpoint-.
