• Chairman Grainger called the meeting to order at 9:00 am. The meeting was attended by
Council menbers Saverud and Haffferman as well as Ken Jackson, Ken Harmer, Duane
Larson, Ted Waggoner and Don Halver.
1. Concession Stands
Clerk/Treasurer Halver reported we have had two situations with Concession Stands for
which we don't seem to have a policy.
A. A Snow Cone stand was parked during the Canadian Days Weekend on the First
Federal Parking Lot, now owned by the City. The vendor had secured permission from
the Chairman of the Parking Commission. The stand was properly licensed but no fees
were paid to the city for parking on the lot.
B. I-loose's Saloon would like to operate a Hot Dog Stand in the city. This is
apparently a push cart. City Attorney 2z.,eier said it couldn't be parked or moved on
the sidewalks. Also it couldn't be moved on the streets if it is not a motor vehicle.
It could probably be parked in a parking space if the 2 hour limit and/or proper fees
were observed.
The committee decided it didn't want to write a policy for each specific situation;
they concluded the Mayor and City Attorney should 'Nandle it and use the ordinances we
already have.
2. Building Inspector Trainee
Building Official Ken Jackson presented his request to establish a new position of
• Building Inspector Trainee for next fiscal year. He has been approached by the Job
Service who has a client who was a carpenter and has been injured and can no longer
work as a carpenter.
They would like us to establish this trainee position as a summer program with the
hope their client could have this position to complete his training and qualification
as a Building Inspector. Ken said the state doesn't have a program which would
reimburse us.
Councilman Grainger asked what our Worker's Compensation liability would be if he is
reinjured.
The committee decided this request was okay with them if the Worker's Compensation
liability question is cleared up. The request will have to clear the Finance
Committee and budget review.
3. Motor Vehicle Accident Policy - Ken Hammer
Ken Hammer and the committee discussed our existing policy regarding employees having
a motor vehicle accident. The policy is not being properly followed.
The committee requested the Mayor enforce the existing policy which is in the Employee
Handbook.
Councilwoman Hafferman had to leave.

• 4. End of Probation - Don Hellman
Mr. Hellman will finish his probation on June 1, 1987. The probation terms state he
should then receive the same pay and benefits as all other lieutenants. After
discussion of the lieutenants' salaries the committee requested the Clerk/Treasurer
and City Attorney look into it.
The committee concluded the probation would end automatically; it would not take
committee or council action.
5. Vehicle Insurance
Clerk/Treasurer Halver discussed insurance coverage on the newer police vehicles. Ken
Hanmer, as supervisor of the Citv Shop, recommended we drop the Comprehensive Coverage
because we have been repairing the windshield chips. Halver also suggested we drop
the Collision Coverage and only carry Fire and Theft.
Halver and Larson reviewed what they had done on the fire vehicles insurance.
The committee agreed with the staff recommendations on the insurance of the various
city vehicles.
6. Fire Department Staffing
Chief Larson requested he be allowed to fill the staff vacancy created by the
retirement of Roger Bowman. The vacancy is creating a problem because of the
accumulation of vacation and comp time credits with the staff delaying taking time
off because of the shortage.
• Larson reported the pool of tested applicants is outdated and they will have to go
through the whole process.

The committee directed the Clerk/Treasurer to put this request on the council agenda.
7. Health Insurance
Clerk/Treasurer reported Paul Palmer has asked when the city intends to call for bids
on our Health Insurance.
Councilman Grainger suggested any agent is welcome to submit a bid at any time,
however the clerk can require that they do all the paperwork themselves.
The committee agreed.
8. Going Out of Business
Councilman Saverud requested the City consider a Going Out of Business Ordinance to
try to prevent the bringing in of out of town inventory and other abuses of a true
going out of business sale.
Councilman Graiger said he was concerned about writing more ordinances and always
trying to regulate everything.
They agreed to have the City Attorney look into drafting an ordinance.
