• The committee met at 9:00 am. with Mayor Kennedy, Chairman Grainger, members
Hafferman and Saverud and Clerk/Treasurer Halver. Also atttending were Fire
Chief Larson, Police Chief Stefanie, City Attorney Neier, Acting Assistant
Fire Chief Waggener, Public Works Director Hammer, Water/Sewer Superintendent
Hyde, Meter Installer Mike Hall and Roger Hopkins.

1. EMPLOYEE CHANGES
Garbage
Mayor Kennedy presented the letter prepared by City Attorney Neier and Neier
explained it. The letter states that Garbage Employees Jerry Edmondson, Rick
Baker and Gene Lauman will be have their jobs eliminated as of September 5,
1986 at 4:00 pm. They are being offered' temporary positions in the Street
Department commencing September 8, 1986 and continuing until the close of the
1986 construction season.
The employees have not received the letter yet but they are aware of the
conditions explained in the letter.
Water
Andy Hyde reported on the proposed staffing of the Dater Department. His
budget requires some substantial cutbacks* including cuts in the Main
Replacement Program.
Staffing is proposed at a reduction from 8 to 6 employees. The six would
include one foreman, two system maintenance people, one meter reader, one
meter installer/repair, and one supply operator/maintainer.
They would like to budget next year for a summer main installation crew of
four people.
The Water/Sewer committee has recommended the six person staff.
Councilwoman Hafferman said she didn't like to lay off people to save money
and felt the Meter Installers were generating revenue and should be
maintained.
Mike Hall said he and Carmen were producing more than enough revenue to cover
their costs.
Councilman Grainger said he was against laying off people but if the
department and the Water/Sewer Committee have determined the appropriate
staffing level is six, there is no point in this committee continuing to
argue about it. He said the department will have to operate with the six and
get the job done.
Mayor Kennedy said he was against laying off people but he has to support the
department's recommendations.

Councilman Saverud asked if consideration should be given to contracting out
• the meter reading.
Firefighter Trainee
Mayor Kennedy and Fire Chief Larson reported there are three finalists who
will be tested for physical agility before a recommendation is made.
Dogcatcher
Mayor Kennedy reported our dogcatcher is on sick leave until September
20, 1986, then he will be retiring. The Mayor has been talking to the county
about having them take it over. They said was they would need to hire a half
time person and would need a van. They would like to have our van.
NEGOTIATIONS
Mayor Kennedy reported the Firefighters are at an impasse. The state will
send a mediator. This would not cost the city or the union.
The Police negotiations are making some progress. AFSCME has not come to the
table.
Mayor Kennedy reported he will be coning to the committee with salary
recommendations and evaluations of department heads. The committee felt no
decisions on department head salaries should be made until the union
negotiations start moving.
• DEFERRED COMPENSATION PLAN
Councilman Grainger suggested, if a plan is to be offered to employees, that
proposals be formally solicited. The committee will look into deferred comp
further and make a recommendation to the council.
INSURANCE CLAIM
Halver explained we have received a request from a citizen who had opened a
car door and struck a decorative streetlight post which damaged the door.
They are requesting payment for the damage.
The committee asked the claim be forwarded to our insurance carrier with the
message the City does not accept liability.
DOGCATCHER
Mayor Kennedy stated he preferred to retain a City Dogcatcher if it can be
worked out. Chief Stefanie said we would have better service. The county
cannot respond after their people go off duty.
CITY VEHICLE USE
Councilman Grainger thought the council. at one time had set policy on use of
city vehicles. He thought employees living outside the city limits were
supposed to leave and pick up their city vehicles at the shop.
