Mayor Kennedy, Councilmen Grainger, Hafferman and Saverud, Clerk Halver,
Attorney Neier and Pieter Drent.
1. Part time Parks Employees
Committee recommends offering to laid off street workers; will have no
affect on their permanent position recall status. If they don't want it then
go through Job Service.
2. Health Insurance - laid off employees
Mayor Kennedy requested the two laid off employees be provided Health
Insurance til July 1, 1986. The committee agreed.
3. Seasonal Worker - Surveyor
Mayor Kennedy reported the surveyor has always had a seasonal worker and he
needs one again this year and needs him now. Clerk Halver reported he had
not been budgeted for because of an oversight during budgeting but the
General Fund can handle it. The committee agreed to hire a seasonal
worker for the Surveyor.
4. Street Superintendent Salary
Mayor Kennedy recommended the new Street Superintendent's salary be $22,000
and the 90% probationary wage not be applied. The probationary time period.
of six months would apply.
5. Dog Catcher
Mayor Kennedy reported we are in bad need of a replacement dog catcher but
there is no money available because the present dog catcher is on sick leave.
The county will help us on emergencies.
The committee recommended looking at the situation at budget time and ask the
Police Department to help out in the meantime.
6. Firing of City Employees
The committee felt the Mayor has the authority to fire other than Department
Heads as long as the reasoning is documented. Department head firing policy
should be handled similar to the chain of authority set for hiring department
heads.
Keep the council informed on all hiring and firing actions.
7. City Policies on Hiring
Mayor Kennedy presented proposed policies on the hiring of City Employees and
requested the committee members review them and make recommendations to him.
8. Meter Installers
Mayor Kennedy reported the water meter installers were hired on a temporary
basis and the project is now done. We probably should keep one to fill the
vacancy in the water department. Both employees were hired at the same time
so the question is how to handle the situation.

The committee recommended both employees be terminated and then post the
vacancy in the water department. Mayor Kennedy said he wanted to discuss it
further with Ken Hammer and Andy Hyde before he takes any action.
9. Staff changes
Mayor Kennedy and Clerk Halver reported on some things they have been
discussing in regards to staff changes.
They have been considering allowing the Fire Department's request for a
secretary by letting Kathy move over there and pay her 1/2 from Ambulance and
1/2 from Fire Department. This proposal would include not replacing the
assistant chief, if the present assistant chief is promoted to chief. The
firefighters would do most of the fire marshall's building isnpections.
Halver would require a replacement and is proposing that person would
continue to be paid 1/2 by water/sewer and would receive the other 1/2 from
the general fund to take care of Clerk's office work not presently being
properly addressed.
These duties would include maintaining tax records, recording and preparing
the first draft of minutes of the council meetings, maintenance of Clerk's
filing system, central purchasing and backup secretarial and phone answering,
and maintaining the city's code books.
The committee requested Clerk Halver write a proposal including the costs and
present to the committee. Councilman Saverud asked for documentation for the
Fire Department's need for a secretary and also asked if 1/2 a day charged to
41 the ambulance is excessive.
10. Mayor Kennedy reported he has formed the labor-management committee
called for in the AFSCME contract and would like to have a councilmember
volunteer to serve on the committee.
