�• Chairman Grainger, Committee members Saverud and Hafferman, Mayor Kennedy,
Councilman Nystul, Clerk/Treasurer Halver, PWD Hammer.
Mayor Kennedy referred to past minutes, ordinances and state laws and asked
for clarification from the committee on how to go about hiring the Street
Superintendent and Fire Chief.
It was concluded the Department Heads are appointed by the Mayor with consent
of the Council. This would apply to the Fire Chief.
On the Street Superintendent, the Department Head can recommend to the Mayor,
who would make the appointment. The council should be informed so they are
not surprised at the time the report comes up on the floor.
The committee recommends holding to the July 1, 1986 appointment date.
There was discussion, of the salary to be offered and if there would be a 90;p
probationary wage for the first six months.
PWD Hammer reported none of the applicants met all the requirements stated in
the job description.
Mayor Kennedy said he and Hammer had reached the same conclusion on who was
the top candidate.
• Discussion returned to the procedures for replacing the Fire Chief. The
committee recommended the Mayor invite council members to any interviews he
might hold, or talk over his recommendations with the council before making
any appointment.
Councilman Saverud doubted the Job Service could provide the necessary
exposure to fill the Fire Chief's position; he suggested the opening could be
advertized in the professional journals.
Councilman Grainger questioned whether anyone in the City was qualified to
evaluate the candidates. He suggested we promote from within when there are
qualified candidates on the staff.
Councilman Nystul suggested the vacancy created an opportune time to evaluate
the needs and the concerns of the Department.
Mayor Kennedy reported he would not be ready to make a Fire Chief
recommendation by April 7.
The committee recommended a motion be made at the next council meeting to
state that the Police Chief, Assistant Police Chief, Fire Chief, and
Assistant Fire Chief receive the same clothing allowance as their respective
department bargaining unit employees for this year.

Clerk Halver is requested to look into "ISO' requirements in regards to Fire
Department staffing and see if there was any discussion during the
replacement of Fire Chief Peters in regards to staffing requirements.
Mayor Kennedy said we would not have to make the Street Superintendent
appointment April 7 because the hiring is scheduled for July 1. But as soon
as the decision has been made the appointment would be made.
