03-22-12 Parking Commission MinutesCITY OF KALISPELL PARKING MONTHLY BOARD MEETING MINUTES Date: March 22, 2012 Location: KPC Conference Room In attendance: Chairperson Mark Pirrie, Janet Clark, John Hinchey, Joel Schoknecht, and Assistant Chief of Police Roger Krauss Minutes recorded by: Karen Durado 1. Call to Order: Called to Order at 7:35 a.m., By: Mark Pirrie, Chairperson 2. Approval of the Agenda: Moved by Janet, Second by John. Approved by all Board Members. 3. Approval of February Board Meeting: Moved by Janet, second by John. Approved by all Board Members. 4. Hearing of the Public: 5. Approval of Financial Statements of February 2012: Moved by Janet, second by Joel. Approved by all Board Members. Janet expressed concern over having being responsible for a budget without knowing the current cash balance. Janet approved financials "as presented". 6. Updates from City Parking: Street Update — Jack Office Update — Karen Unfinished Business: First Interstate/Rising Sun Bistro parking. Rising Sun Bistro has agreed to purchase permits from First Interstate Bank. The bank will provide the restaurant signage for the side of the building. The person that Mark spoke with at the Bistro wanted to make sure that all management is in favor of purchasing the permits. Mark will provide an update at our next meeting. 7. New Business: Lot maintenance and striping. Karen requested and received a striping bid for the 9 city lots. The total bid from Pavement Marking is $4,746.00. Bill with Pavement Marking requested that we have the lots thoroughly cleaned prior to striping this year. They were swept by the city last year but a lot of gravel still remained. This required Bill having to do a lot of cleaning by hand. He did not add additional charges for the clean-up but said that he would have to this year. The bid is broken down by lot if it is determined that some will make it until next year. Karen requested a sweeping bid from Wicked Clean, formerly Black Magic Wash Services. As of the meeting, the bid had not been received. It was decided that we would have Jack drive through the lots and determine in order, which ones are most in need of striping. Janet suggested that even though the Eagles Lot was striped last spring, due to the amount of traffic it receives it should be done again this spring. Last year we had Jack go out and determine in order which lots were most in need of striping. We had a budget of $2,000 and ended up having the Eagles, Valley Bank and Mountain Valley done. Joel suggested that we consider angle parking in the Eagles Lot. Janet expressed concern over the loss of spaces and large trucks being able to maneuver around the lot. Joel wanted to at least explore the possibility. Mark will contact Fred Zavodny (Public Works) to see if it is even an option with the configuration of the lot. Lot Maintenance Ron has done our lot maintenance for the past 2 years. Ron provided Roger Nasset with a proposal at the last meeting. Discussion followed regarding the possibility of the Parks and Rec Department being able to help out. The Board would like to have something in place for lot maintenance after the April meeting.
