06-14-12 Parking Commission MinutesCITY OF KALISPELL PARKING MONTHLY BOARD MEETING MINUTES Date: June 14, 2012 Location: KPC Conference Room In attendance: Janet Clark, Joel Schoknecht and Assistant Chief of Police Roger Krauss Minutes recorded by: Karen Durado 1. Call to Order: Called to Order at 7:40 a.m., By: Janet Clark 2. Approval of the Agenda: Moved by Joel, second by Janet. 3. Approval of May Board Meeting: Moved by Janet, second by Joel. 4. Hearing of the Public: 5. Approval of Financial Statements of May 2012: Moved by Joel, second by Janet. 6. Updates from City Parking: Office Update — Karen. Janet pointed out that CPI income; (collections) are significantly lower than last year and inquired if there was a reason for it. CPI does not make money if they do not collect. As discussed at the last meeting, even though the City permit check is done internally, we still need to have a way of tracking it. Janet has several concerns regarding The Advisory Board. What is their function now? It appears that there has been a real break down. Who does The Board respond to? We don't even have numbers to do a budget. The City has been working on the budget. In the past, we submitted our budget and had to have it in on time. Roger Krauss stated that his understanding is that Roger Nasset submitted the numbers for The Parking Division. He does not think that it has been approved. Parking was included under the KPD budget. The biggest concern that Janet has is not knowing what their responsibilities are. Janet would like to know exactly what their function is as an Advisory Board. Janet referred to the article in the Billings paper regarding their Parking Advisory Board. Unfinished Business: First Interstate/Rising Sun Bistro parking Mark did not attend the meeting so he was not able to provide an update. Jack is not currently issuing tickets in this lot. First Interstate is currently selling permits to Alumna Glass so we should be able to move forward with ticketing. Roger Krauss stated that we needed to get approval from Charlie Harball (City Attorney) before moving forward with ticketing. Parking lot spring maintenance Paul with the BID is currently emptying the trash cans in the Eagles Lot. He will also be in charge of watering the flowers that will be hung from the light posts on Main Street. They are starting with 20 plants and will already have to have someone other than Paul doing the second watering. Paul already has a number of responsibilities and Janet did not think that he would be able to take on any additional tasks. Janet will speak with Pam Carbonari to discuss Paul's current workload. Many possible options were discussed as far as lot maintenance. Ron Tripett has done the lot maintenance for the past two years. He has done the weeding, spraying and general cleaning in the 10 city lots. Roger inquired about the possibility of having Mike Baker and his crew helping out. Parking lot sweeping and striping Roger provided an update on lot striping. Roger contacted Amy (Finance Director) and was informed that we have $699 available at this time for striping. Roger contacted Bill Schweighoff (Pavement Marking) and told him what our current striping budget is. After visiting the lots, Roger thinks that the O'Neil Lot is most in need of striping. He thinks that the Eagles Lot should be next in line. We should have a new budget in place by the end of July. Bill will accept whatever amount we are able to pay when the work is done and the balance can be paid when the new budget is in place Handicapped parking signage Due to an individual disputing a 2-hour parking violation in a handicapped spot and having it found in his favor, Roger has met with Charlie Harball (City Attorney) to discuss the signage and legality of altering it. We currently have two handicapped signs that have 2 hour signs attached underneath the handicapped placard. We may need to add additional signs to avoid future tickets being disputed. This would require adding 11 additional signs. Joel suggested meters as a potential solution to the problem 7.
