• Chairman Palmer and Councilmen Nustul and Saverud in attendance. Mayor
McDowell, DPW Hammer, Clerk Halvor, Ed Gallagher, Ed Kennedy, Doc Dahlquist,
Kevin Calnan, Gordon Pirrie,and Roger Hopkins of the Daily Interlake also
present.
NO PARKING REQUEST - 1200 BLOCK OF 2ND AVENUE WEST - C. Palmer read the
October 3 memo from the Fire Department which indicated that this was not an
emergency access and they saw no need to grant "No Parking" provisions for
the east side of the block as requested. The Committee was in agreement with
the memo and asked the DPW secretary to draft a letter with the Committee's
response. If there are driveway blockage problems the residents are to contact
the Police Department.
SAFETY EQUIPMENT - Committee members asked DPW Hammer to let them review
the memo to employees before he distributes it.
PAINTING OF CURBS - C. Nystul asked why the north side of W. Wyoming by
Russell School was painted yellow, was no parking necessary 24 hours a day,
and wouldn't the use of signs be better. The question of enforcement was raised -
why paint if the Council has no intention of enforcing? After discussion the
Committee felt that there was a need to clarify the City's position and to
then be consistent. DPW Hammer will meet with Gary Rose of the School District
and City ATtorney Neier and draw up and ordinance.
• DECORATIVE STREET LIGHT BIDS - DPW Hammer provided a worksheet of information
drawn from all the bids, including the manufacturer, whether or not a bid bond
was presented, material, style acceptability, delivery time, warranty, F.O.B.,
and price. Attorney Neier recommended not accepting those bids without bid
bonds. There was concern about the amount of funds available but after some
discussion it was felt that there was approximately $70,000 available ($87,893
minus i:he installation bid of $23,000, plus the forfieted bid of $6,240) If
more is needed the Clerk offered several other possible options including adding
to the pending levy against the members of the district and reinstituting the
original balance of the SID. The Committee went through a process of elimination
to narrow the field. They preferred cast iron to cast aluminum because of
the probable life span and durability. Other aspects discussed included painting,
bolt strength to handle cast iron, the need to verify freight costs, and assurance
that bases match. Kevin Callum and Gordon Pirrie of the downtown merchants
were asked for their input as to the specific design. The Clerk was asked
to see if the SID district could be drawn upon again, and Ed Gallagher brought
up the possibility of using a $30,000 grant from Burlington Northern for the
lighting. He will get clarification on this as soon as possible. The maintenance
of the actual fixtures will be the responsibility of the City and the costs
of electricity will be taken care of by the Special Lighting District.
The following items are to be addressed, and the Committee will meet again
for a final decision when this information is available:
1. Verification of freight charges.

When the final decision is made these things must be done:
1. Advise Mall of increase in price and obtain separate order from them
to be included with the City order.
2. Advise vendor of tag -along buyer.
3. Check to see how many lights are needed for Depot Park.
4. Include in order extra 12" globes for inventory.
STREET LIGHT DAMAGE ON GARLAND - C. Nystul asked if there had been follow
through so that the offender can pay for the damage to City property. The
Committee felt that the policy needed to be clarified and put in writing. Mayor
McDowell is to check on this particular instance and see that it is taken care
of.
STREET RECONSTRUCTION PROJECTS UP➢ATE - DPW Hammer reported on the current
projects, including 5th Avenue E.N., 4th Avenue W.N., East Washington, the
traffic signal at Main and Center, off -site improvements and costs, Center
Street traffic, traffic counts, and the investigation of completing Woodland
Drive. He will have the figures on Woodland by November. Fifth Avenue West
street width and engineering was discussed at some length after the meeting
adjourned.
