Chairman Palmer and Councilmen Saverud, Nystul, Springer, Ruiz, and Grainger
in attendance. Mayor McDowell, DPW Hammer, Water and Sewer Superintendnet
Hyde, Mike Fraser, Howard Hurst, and Roger Hopkins of the Daily Interlake also
present.
5TH AVENUE WEST PROJECT - Three main areas of concern to be dealt with
are street width, financing, and traffic flow. Traffic studies indicate that
traffic keeps increasing steadily. Discussion of routing traffic north on
5th and south on 7th. Mike Fraser pointed out that the increases in traffic
were based on a 1980-82 study which did not anticipate the Mall at all.
Street width: DPW Hammer indicated that the City has a choice - it can
go 3-31 foot wider on one side only at this time, cutting down only those trees
that are dying at this time. Then later, when traffic needs dictate, can go
back and widen the other side 7J'. As trees die and are replaced they can
be replanted far enough back so future widening would not affect them. Curbs
on the unaffected side could be left intact. C. Saverud, in answer to the
question of tax increment funds paying for the curbing, indicated that past
policy has been that citizens pay for curbs only when curbs were added where
there had been none, or where curb was in bad shape and needed to be replaced.
The trade-off of this proposal would be less boulevard on one side of the street
than on the other. The sidewalks would be in the same place.
The Committee agreed to recommend to the Council the following:
• Blocks I and 2 of 5th Avenue West must,be 41' wide.
Blocks 3-6 to be widened on one side only to 34', which will leave
almost all of the trees(according to plan in paragraph above).
This is the only plan the residents will live with.
Blocks 7-11 to be widened to 39'.
Financing: The choice here is yearly on a 5-year project or financing
with tax increemnt funds. DPW Hammer and Mike Fraser will present the figures
to the Finance Committee on July 30. C. Palmer asked to see the percentages
of sewer and water involvement with the plan agreed to at this meeting.
CENTER STREET WIDENING - A special Council Meeting was set up for 4:45
P.M., Tuesday, July 30, 1985 to authorize publication for bids.
ASPHALT ON 12TH STREET WEST - In response to concern at last committee
meeting about how much asphalt was used, DPW showed core samples which indicated
that the correct amount of asphalt was laid. DPW Hammer said he had a compaction
test done and compaction was not as good as it should have been - probably
because the asphalt was not rolled when it was hot enough. The Committee left
the solving of the problem to in-house management.
