Chairman Palmer, Councilmen Nystul and Saverud present. Mayor
McDowell, DPW Hammer, Fred Zavodny, Ben Van Dyke, Dennis Carver, Peter Neumann
and Bill Crivello from Flathead Industries For The Handicapped, and Leslie
Rich representing the PTA of Russell School also in attendance.
Chairman Palmer brought the meeting to order.
FLATHEAD INDUSTRIES LETTER - Discussion of whose properties were involved,
fear of loss of parking on south side of the Thrift Store (Drawings provided),
present parking on right of way, proposal for solution. Proposal has been
submitted to BN for triangle area with access off 4th only.
Proposal included curb cut in front of Plastics with access to parking
on the second lot, curb and gutter and then another curb cut for egress and
access. On the Thrift side the proposal was for recessed curb and gutter at
the beginning of the business, curb cut at the end of the building for truck
access, and total curb cut on 4th.
Discussion of the difficulties involved with the differences in grade on
Third. City plans for north side of the Mall not complete -.at this point. C.
Palmer suggested waiting for the City plans to be closer to completion. F.I.F.T.H.
to be notified by DPW Hammer or the Surveyor before the plans are finalized.
DISTRICT 5 LETTER - Loading and unloading zone at Elrod - 4th Avenue between
• 4th and 5th Streets. Committee decided they needed visual inspection. DPW
asked for drawings, signs, and street widths. Police Chief should give comments
also.
Russell School - Leslie Rich presented the following requests:
1.. After the widening of 2nd Avenue W.N. they would like bus loading
there instead of on Nevada. School side parking only on Wyoming and Nevada
should eliminate traffic jams at corners.
2. Curbs painted yellow and"no parking here to corner"signs. Parents
are willing to furnish labor for painting or taping crosswalks.
3. Temporary/part-time restraint on Wyoming if and when the bond issue
passes and Russell is remodeled and more children use the crosswalk going to playground
across the street.
4. Crossing light at Wyoming and Meridian.
Each of these areas discussed thoroughly, including present situation,
problems, possible solutions, laws pertaining to different suggestions. C. Nystul
suggested surveying all the City schools for needs, with a presentation to Council.
No action to be taken until there is a study. C. Saverud seconded. Passed.
CARVER CONTRACT - C. Nystul moved that the contract be presented to the
•Mayor for signature subject to the City Attorney.'s approval. C. Saverud seconded.

THOMAS, DEAN AND HOSKINS CONTRACT - C. Nystul moved that the Mayor be
instructed to sign subject to the City Attorney's approval. C. Saverud
seconded. Committee passed.
DPW Hammer made the point that the Carver contract includes lowering the
price when money -saving changes are made. Committee agreed that TD&H contract
should include this clause also.
KALISPELL MALL SITE PLAN - DPW Hammer gave overview of discussions about
Center Street. There will be 5 lanes and a 5' sidewalk (rather than the original
V ). Utility companies will work with Carver to remove poles except for the
last block, eliminating 10 and putting in about 6. Architect did agree that
because there will be no sidewalk on the north side, there will be interior
pedestrian traffic to the Mall. Only major change is no sidewalk on the north
side. Discussion of procedure of this change. By consensus the Committee
approved the site plan. Easements are to be referred to the Council when they are
drawn up. Motion made by C. Nystul, seconded by C. Saverud, passed by Committee.
