04-11-85 Street & Alley Comm MinutesApril 11, 1985 STREET AND ALLEY COMMITTEE 3:00 P.M. • Chairman Palmer and Councilman Saverud, DPW Hammer, Surveyor Zavodny, and Mayor McDowell present. Chairman Palmer called the meeting to order. SEASONAL LABOR: Discussed need for seasonal laborers in various areas. This would leave regular employees free to do jobs rather than holding up work while seasonal jobs get done. Areas where seasonal help could be used included surveying, sewer plant for general maintenance, water department, and alley clean-up. Financing for seasonal help: needs to be computed into the new budget. This would save the City money and help out city kids and residents with work. In the meantime the Mayor is:lto check on salaries expended to see if there is any extra available. Alley cleanup expense is a ligitimate expense of the enterprise garbage fund, and there are funds available for it. Committee recommended to the Employment Committee the hiring of one seasonal laborer for the Public Works Department if stoney is available. C. Saverud recommended hiring 4-5 seasonal laborers for one month for alley clean-up. Operator would be a regular street employee. Committee concurred. 5TH AVENUE WEST: There will be a meeting next week (not yet set) for information purposes only - not recommendations. • STREET RECONSTRUCTION: Surveyor Zavodny handed out a list of the planned reconstruction for 1985. loth Street W. between 2nd and 3rd Ave. W. was removed from the list because of probable location of a future trunk line would cause it to be torn up. Committee would like the Council on Monday night to order curbs in for 5th Ave. E.N. (E. Montana to E. Idaho) and E. Montana (4th Ave. E.N. to 5th Ave. E.N.) and Park Place (11th St. E. to 12th St. E.). This is curbs only. Crews will try not to disturb the sidewalks and therefore keep down the costs to homeowners. C. Palmer questioned if a decision had been made on curbs and asked that it be looked up in the minutes. Surveyor Zavodny indicated that Gary Rose of School District 5 had voiced his approval of the projects by Russell and Elrod Schools. He recommends concentrating on these projects and not worrying about Hedges this year. The School District will pay for curbs and sidewalks as necessary. Legal descriptions will be ready Monday night. There was a citizen complaint about the south end of 1st Avenue W. . down by the city shops. DPW Hammer indicated a skin patch could be done. 4 April 11, 1985 STREET AND ALLEY COMMITTEE Page 2 ALLEY PICK-UP: There will be notice in the paper on Sunday that alley clean-up will begin April 22. This is in hopes that people will have stuff ready and the job can be finished in two weeks instead of dragging out to 3 or more. NORTHWESTERN TELEPHONE DECORATIVE TYPE PAYPHONES: These are wall - mounted and will encroach on the right-of-way. The Street and Alley Committee recommended that the payphones be allowed to be attached to the wall of the building and that Northwestern Telephone be issued a temporary permit with no City responsibility. C. Palmer will take this to the City Council for a final decision.
