March 29, 1985 STREET & ALLEY COMMITTEE 3:00 P.M.
• Chairman Palmer, Councilmen-Nystul, Saverud and Manning, Department
of Public Works Director Ken Hammer and Fred Zavodny in attendance.
Chairman Palmer brought the meeting to order.
LAKER OFFER - C. Palmer presented a letter from Jim Woehler on
behalf of the Lakers for $4,425.00 for assembling and distribution of refuse
containers. Discussion of insurance, hold harmless clause, and timing
followed. City Attorney needs to see the insurance. Committee agrees
to give the bid to the Lakers and will inform the Council of their action.
BID ON AGRAGATES AND ASPHALT - Last year's bid on agragates is good
through October 15, 1985. Working on asphalt and concrete. Need breakdown
on concrete for amounts less than 300 linear feet. Fred Zavodny indicated
a clause is needed stating that at the end of Phases I & II, with the
agreement of the City, the contract may be extended.
DECORATIVE STREET LIGHTS - Discussion of financing. Chairman of the
Finance Committee authorized Mr. Swanson to take proceeds from SID bond used
and pay off the SID bonds that were outstanding. That leaves tax increments
or perhaps finding a way for the city to resell bonds that have been retired.
$120,000.00 was budgeted. Request that Attorney Neier and City Clerk see
if there is a way to reactivate SID's. DPW Hammer will call for bids. He
will go directly to the factory to save money, and will ask for a per unit
or breakdown price. Installation and fixtures are separate bids. If
finances are very tight Sign and Signal Department could put them up but
• the committee prefers not to do it that way.
GARBAGE CREWS - C. Palmer asked DPW Hammer to submit what will happen
to garbage crews when side -arm loader goes into effect. DPW Hammer would
rather wait until budget time. C. Nystul moved that DPW Director be instructed
to forward all budget requests for FY86 via the Street and Alley Committee.
GRIEVANCES - C. Palmer will present to the Council Monday night,
April 1, the following statement from the Street and Alley Committee:
A recommendation from the Street and Alley Committee is in the form
of a request. Due to the fact that the construction period is now upon us
it seems that there are a number of grievances. The Street and Alley Committee
respectfully request that the Employment Committee would discuss with the
Mayor and the union representatives the problems and indentify and recommend
a solution to them. We would hope that this report could be prior to the
April 15 Council meeting.

It has come to our attention that the City of Kalispell has purchased
1170 refuse cans. Also, that these must be assembled and distributed at
pre -determined areas around Kalispell.
The American Legion Lakers Board would appreciate your consideration
for our boys to submit a bid of $4,425.00 to perform this task.
300 gallon - 500 units at 4.75 ea = V 075.00
90 gallon - 650 units at 3.00 ea = 1.950.00
400 gallon - 20 units at 5.00 ea = 100.00
Local businesses have offered warehouses and delivery trucks to
us. Our boys are also covered by insurance when working in these cap-
acities.
