Chairman Nystul, Councilmen Palmer, Springer, Ruiz and Saverud, DPW
Hammer, Bob Cartright, Fairgrounds Maintenance Supervisor, Steve Cox,
Ben VanDyke, Fred Zavodny, and Roger Hopkins, reporter from the Daily
Interlake were present.
FAIRGROUNDS HYDRANT
Proposal for a fire hydrant and loop at County Fairgrounds.
The purpose would be to correct a deficiency in fire protection for the
area in the fairgrounds containing the horse barns and to provide for
more irrigation, as well as increased pressure in all the area hydrants.
The loop would also increase pressure flow and efficiency for the city.
The proposal is to share the costs of the project with the County Fair
Board buying the materials and the city providing the labor. This is to
be done as soon as possible .and should take 7-8 working days with a three
man crew. C. Ruiz moved that the proposal be accepted. C. Springer
seconded. Proposal passed.
DPW hammer asked about possible annexation of the portion of the
area to Wyoming Street excepting the machine shop and taxidermy. This
was referred to the annexation committee.
5TH AVENUE WEST
DPW Hamner brought the committee up to date. Committee agreed
route should be along 5th Avenue West. There is a choice of two ways to
go about it: 1. Solicit bids, but this would take a long time. 2. Involve
several engineering companies that would in turn let the city be involved
and therefore keep the costs down. C. Palmer pointed out that time is a
factor because the 1st Alley West sewer is a top priority. There are 18
blocks involved, with complete excavation and replacement of sewer, water,
and installation of storm drains, and street and curb. More than in-house
design is needed unless the project is spread over 2 - 4 years.
Discussion of costs indicated a rough estimate of full contract
for 14 blocks was $1.2 million. DPW Hammer expressed a desire to use city
manpower as much as possible to save. Enterprise funds would be available
for sewer and water and for the street portion 1/3 would come from sewer,
1/3 from water, and 1/3 from possible tax increments/or street department
funds. Curbs are not city expense.
Discussion of the time factor led to three choices: 1. Do it all
in one year: this could be done only if the whole job was contracted out.
2. Utilities in this year, with paving the following spring. C. Palmer
expressed strong concern about mud and gutter problems, especially around
the High School. 3. Phases: Pick apart in 5 block increments, completeing
each section as they go.
Other concerns to be dealt with in conjunction were the trunk from
• North Valley sewer district and the need of assessment of 1 or 2 lines to
the W.W.T.P. from the city shops.
C. Ruiz asked for figures and estimates of construction time. C. Palmer
recommended both committees participate in the choice of engineering firms.

Chairman Nystul suggested DPW Hammer make recommendations on if and how the
project should be divided up. DPW Hammer asked for a meeting March 28, 1985
at 4:00 of the combined committees to make decisions.
GARBAGE CANS
DPW Hammer indicated the side -arm loader will be delivered the last
day of May. Some containers are here already. C. Palmer passed along the
garbage department workers concern with the status of their jobs. He asked
for a recommendation from Bill Clements and DPW Hammer. Hammer agreed it
needed to be adressed but said he needed to see the budgets.
Discussion about assembling the containers restated the original bid
for $8,000.00 that included assembling, placement, and education. DPW
Hamner indicated that if possible the city would like to take care of it.
Discussed having an organization handle the assembling. The Lakers have
been offered a warehouse away from the city shops for this purpose. C.
Palmer will make a recommendation at the next meeting on a dollar figure
for this. There was some discussion about placement and whether the flatbed
trailer had been purchased yet.
WATER BILL ADJUSTMENTS
C. Ruiz asked if it would be possible to adjust for sewer but not
water. Chairman Nystul indicated that Big Fork does not adjust when lines
are left on to keep from freezing. Committee decided that it was cheaper
for residents to pay for water than to thaw the pipes, and that there would
be no adjustments.
SCOTTY'S BAR/CULLIGAN SEWER
Committee indicated that when annexation is agreed to then the city
will hook up sewer. -
GLORIA HAVEN
Discussion of hooking up sewer. This is not feasible at this time.
The city would need to do the whole subdivision or not at all.
METER INSTALLATION REPORT
Eighty-six new or repaired meters have been taken care of at an
average of 5 per day. There have been 2 calls of appreciation from
citizens. Daily logs are kept by meter installers.
SANDY FELLOWS EXTENSION
DPW Hammer would like a meeting with Engineer Carver and citizens.
He indicated that this must be done by square footage.
