. The Street and Alley Committee met on February 21, 1985 at 4:00 p.m.
Present were Acting Chairperson DPW Hammer, Nystul, Saverud, Ruiz, and
Manning. Also present were Mayor McDowell, City Surveyor Zavodny, Construction
Superintendent Van Dyke.
DPW Hammer opened the meeting in Palmer's absence. (Palmer arrived
later). The following items were discussed per the request of Chairman
Palmer.
Sidearm Loader: The garbage crew needs to be notified as to the status
of their department when the new garbage truck arrived. Discussion of this
item ended in a conclusion that the labor force would be reevaluated closer
to budget preparation time. DPW Hammer was instructed to prepare a separate
job description for the operator of the garbage truck. He was also instructed
to discern the rate of pay since we do not have a comparable job description.
Loading Zone Policy: DPW Hammer explained that any questions about the
downtown area are addressed through the Parking Commission. Any other areas
are addressed through the City. Some discussion followed relative to illegal
parking at Young's Body Shop. The Committee requested that a notice of
such illegal parking be sent to Young's before the property is sold. DPW
Hammer will get together with the Police Department and review the situation
prior to the letter being sent.
Road Grader: Bids for the road grader have been sent out and will be
• opened and read at the March 4, 1985 Council meeting.
Review Money Projects: Ben, Fred and DPW Hammer have gone over the
1985 street reconstruction program. The first letter to those who will
receive curb and gutter work is being prepared. Ben explained which streets
will be done and in which order. The streets involved are Tenth between
2nd and Third, Sixth Avenue, Washington Street, Fifth Avenue and Montana
Street. Work will also be done at Hedges, St. Mathew's, Elrod and Russell
Schools. These projects are being coordinated with Steve Cox of the Water
Department as well as with the other utility companies. The Highway Department
has indicated a willingness to assist in excavation and backfilling. DPW
Hammer was instructed to provide a breakdown of the monies involved for the
various projects.
Snow Routes: Discussion followed relative to the process of billing
people who push snow from their properties onto the street. DPW Hammer will
review the billing methods and bring a simplified version back to the Committee.
DPW Hammer was also requested to discuss the snow removal plans with the
Parking Commission.for those who wish to contract the snow removal service
out. DPW Hammer said this would save lots of time and labor if most lots
could be contracted.
The meeting then adjourned at 4:55 p.m.
