STREET AND ALLEY COMMITTEE
49 The Street and Alley Committee met at 4:00 p.m. in the Committee Room at
City Hall. Present were Committee Chairman Palmer, Committee Members Nystul,
Springer and Manning as well as DPW Hammer, Surveyor Zavodny, Construction
Inspector VanDyke, Building Official Alan Petersen, DIL Correspondent Roger
Hopkins and John Petersen.
Count Justice Facility: The Committee discussed the site plan for the
Propose
County Justice facility. DPW Hammer requested a site plan review by
the Street and Alley Committee to address two matters which require Council
approval. The first concern is the vacation of the alley running north and
south between 9th Street West and loth Street West. This requires Council
action for approval. The second concern is the proposed one way and angle
parking on 9th Street West between Main Street and First Avenue West. This
will also require Council action for approval. Several other concerns were
addressed by the Street and Alley Committee, in particular, relocation of
utilities, number of accesses to the parking lots, and approval from the
Montana Department of Highways for access approval onto Main Street. The
Committee recommended that the vacation of the alley be conditioned upon all
other approvals of the City and the State approving the accesses onto Main
Street.
Bids on Road Grader: The Street and Alley Committee will recommend
to the Counci that the Director of Public Works be permitted to solicit
bids for the road grader.
. Proposal for Assistance for Set Up for Side -Arm Loader: DPW Hammer
stated that the bid for the sidearm loader was accompanied by a proposal to
help implement the scheduling and layout of the sidearm loader system. The
cost would be $8,000.00. DPW Hamner asked the Street and Alley Committee
if they were in favor of the proposal. The Street and Alley Committee felt
that the City should implement and set the program and if any additional
assistance is needed, to assemble the garbage cans, perhaps a nonprofit
organization might want to make some money.
