SEWER & WATER AND AN UTALTION COMMITTEES - C0'.Jc'ERENCE ROOM - 4:00 P. M.
Present: Council President Ruiz; Councilmen Nystul, Manning and Springer; DPW Hammer;
Water Supt. Hughes; Bob Monk, Tom Wiggins, and Mike Fraser.
Bob Monk owns property south and east of the airport, adjacent to city property and
would like city water. Tom Wiggins is planning to build an office building for the
State and he too would like sewer and water service. The area for the proposed
building has already been annexed. There are several other businesses in the area
that would like the service and former requests have been received from Flathead
County to serve the County Hospital and from Flathead High School to serve the
vo-ag building.
Supt. Hughes advised that because of the former requests, he has estimated it will
take a 12" line from the armory well. At present theca is a 2" line which serves the
ball fields and stops there. A suggestion was made that the developer pay the
difference between the line size that would serve his area and a 12" line. Another
suggestion by DPW Hammer that we use city crews to construct the line and the
developer buy the pipe.
Councilman Manning explained that the annexation committee would like to see annexing
to the City a condition before sewer and water service is given. Otherwise, he can
see no growth to the -City. The WWTP has the capacity to handle the sewer needs for
more area and he would like to see added tax base than to continually raise taxes on
the present property owners.
The big question from.the developer is how much will it cost.
Councilman Nystul moved that DPW Hammer and Water Supt. Hughes prepare a rough plan
to install a 12" water main and sewer pipe along the highway for a distance of
about 2300 feet and to estimate the cost. Installation to be contingent on annexation
or waiver of right to protest annexation. Seconded by Councilman Springer. Carried.
As time is of the essence to Mr. Wiggins, the estimate is to be presented at the
next sewer and water meeting next Monday, June 25th, at 4:00 P. M.
Mike Fraser, Thomas Dean & Hoskins, presented a contract for engineering services to
up -date a storm sewer study for the entire City. The cost is $12,500.00 and includes
the cost of printing 15 copies for the City. The contract will be reviewed by City
Attorney Neier and DPW Hammer and be ready for final approval at the next meeting.
Financing to be checked by FD Swanson and DPW Hammer.
Councilman Nystul reported the resignation of Goef£rey Hughes, Water Supt. effective
August 17th. Hughes to complete his job description so that the Council can proceed
with filling the vacancy.
Supt. Hughes reported that a blower at the treatment plant quit working causing the
processing to stop for 2 days while they did a temporary repair. Due to the
emergency situation he ordered a new blower at a cost of $13,195.00. He asked for
Council approval under MCA 7-5-4303 (exemptions from bidding or advertising require-
ments for certain contracts). Councilman Springer moved to recommend committee
approval to the Council. Seconded by Councilman Nystul. Carried.
Supt. Hughes reported that the sewer line to Greenacres West has been repaired and
the flow is down by 1/3.

Supt. Hughes reported that the committee might expect a complaint from the Eagles Club.
For a long time they had a malfunctioning meter and the reading has been estimated
at 30,000 to 40,000. Now they have installed a new meter and find the actual use is
200,000 gallons. Hughes has refused an adjustment.
Hughes reported two personnel changes - Bill Glidden from water to wastewater treatment
plant and Jeff Wolf from street to water.
Councilman Nystul reported a request from Morgan & Oswood to drop the retainage on
the WWTP construction contract. Only 5% is required and as the project is 50% complete
and we have been withholding 10% there should be enough retainage. Councilman
Springer moved to drop the retainage. Seconded by C. Ruiz._ Carried.
