05-14-84 Street & Alley Comm Minutes4:15 P. M. May 14, 1984 SEWER AND WATER COMMITTEE •The Sewer & Water Committee met on this date in the Committee Room at City Hall. Present were committee members Nystul and Ruiz, Councilman Schindler, Mayor McDowell, DPW Hammer, Supt. Hughes and Dennis Carver. Bids North Main Sewer Trunk. The bids received at the Special City Council meeting were reviewed. The Director of Public Works and Supt. Hughes will review and report back tomorrow at the next meeting. Fifth Avenue West Street Proposal In consideration of replacing the main trunk sewer line now in First Ailey West, it pos- sibly could go down Fifth Avenue West. That would put the line around the mall so it would not go under any buildings. If it does down Fifth, the water line probably should be replaced and storm sewer installed. This would pretty well cause a rebuilding of the whole street. Questions were raised about wideninc the street and of the existinc trees The DPW and Supt. were authorized to proceed with the planning for the entire length of Fifth Avenue West. PROPOSAL: An individual, Henry Marquardt, had contacted the Superintendent regarding water and sewer to the vicinity of Reeds Potato Farm on Highway 093N. The committee felt this was a little far to go. *Randy Vickhammer. The Supt. announced that District had been hired as a replacement for Ivan's last day is May 18. Water Quality Hearing Randy Vickhammer, formerly of Evergreen Water Ivan Jones. Randy will start May 29th. Supt. Hughes is to make a statement at tonight's hearing on water quality of Flathead Lake. Basically, the position is that Kalispell will remove phosphorous from the WWTP discharge, but otherg.,septic tanks, should be required to do their part. Meeting adjourned at about 5:00 P.M. Plans and specifications dated received by DHES on 9/20/84 and prepared under the seal of Dennis Carver, P.E., E.S. 84-47 Dear Mr. Carver: The above referenced plans and specifications have been reviewed by engineers of the Environmental Sciences Division and were found to be satisfactory. Approval of these plans is given herewith and according to the following provisions: That any change in the above referenced plans will be submitted to the Water Quality Bureau for review prior to the beginning of construction, and, That within 90 days after project construction, the engineer shall certify to the department that the project was completed in accordance with the plans and specifications approved by the department. This certification shall be accompanied by a complete set of "as built" drawings signed by the project engineer, and, That departure from any criteria set forth in the approved plans and specifications without department approval is grounds for injunction by the Department of Health and Environmental Sciences. sincerely, Ji !
