This Flathead County owned facility is operated by the Kalispell Senior Center and provides services for Kalispell area senior citizens. The Kalispell facility is located at 403 Second Avenue West and the County operates similar programs in Bigfork, Columbia Falls and Whitefish all of which are aging facilities operated by senior organizations. Flathead County wishes to evaluate the existing conditions of its system of senior centers through a Preliminary Architectural Report (PAR). This report would determine existing building conditions at each site, assess needs at each facility and investigate options for meeting the needs of Flathead County seniors through these facilities. Flathead County is not eligible to apply for a CDBG Planning grant in this cycle because the County has a planning grant in process with the Gateway Community Center project. Flathead County anticipates that if funded, this grant project will be completed within one year of award. CDBG grant applications will be accepted as of November I't and funded on a rolling basis. FISCAL IMPACT The CDBG Planning Grant application would request $30,000 with a $10,000 match provided by Flathead County. RECOMMENDATION it is recommended, that City Council approve the submission of a Community Development Block Grant (CDBG) Planning Grant request in the amount of $30,000 on behalf of Flathead County to conduct a Preliminary Architectural Report (PAR) on 1"i, its Senior Centers in Flathead County in the expected 2013 funding cycle. Scott Dear Council Members, October 15, 2013 This letter is to request the City of Kalispell's consideration for sponsorship of a Community Development Block Planning Grant (CDBPG) from the Montana Department of Commerce. Planning grant funds, if awarded, will be utilized to complete a Preliminary Architectural Report (PAR) to evaluate the Senior Center buildings in Kalispell, Bigfork, Whitefish and Columbia Falls. PROJECT NEED: The senior center facilities throughout Flathead County are aging and limited funds are available to support building improvements. Accessibility and health and safety challenges exist at some centers. A number of facilities have space limitations, making it difficult to increase service to the growing number of seniors in our valley. Thoughtful evaluation of the centers is necessary to develop a successful course of action to ensure that funds are invested wisely to protect the future of the senior centers. In order to evaluate the existing: conditions thoroughly, a PAR is needed. Site evaluations will be conducted and building conditions and challenges will be assessed. Reasonable solutions will be evaluated and cost estimates will be completed to identify the preferred alternative for each site. PROJECT BUDGET: Cost projections to complete the PAR are estimated at $40,000.00. If awarded, $30,000.00 will be provided through the CDBG Planning Grant and $ 10,000 in required match funds will be provided by Flathead County. 1) Flathead County sponsored a CDBG Planning Grant in 2012 to support the Gateway Community Center (GCC). Until the planning activities related to the GCC project are finalized and the grant is closed out, Flathead County is ineligible to apply for another planning grant. 2) The Kalispell Senior Center is at the top of the list of sites that need attention. The building is over 100 years old and in desperate need of updating. There are issues with space limitations, accessibility, parking and health and safety concerns. 3) If awarded, Flathead County is committed to completing the report and closing out the grant within one year. This will ensure eligibility is open for the City of Kalispell if there is a desire to submit a Planning Grant application during the fall 2014 funding cycle. 4) Flathead County will provide administrative support and project management to ensure all Department of Commerce reporting requirements are met. Planning Grant Applications will be accepted by CDBG starting November 1, 2013. We appreciate your timely response and willingness to consider sponsoring this application. Sincerely, Pamela J. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. That the City of Kalispell agrees to conform to the regulations, statutes, terms and conditions described in the CDBG Certifications for Application. SECTION 2. That the City Manager is authorized to submit on behalf of the City of Kalispell, the CDBG Grant to the Montana Department of Commerce and to provide such other additional information as may be required.
