Present were Councilmen O'Boyle, Palmer and Ruiz; Mayor McDowell; Director of
Public Works Hafferman and Charles and Terry Kelly, Evergreen Disposal.
Councilman O'Boyle reported a letter from Director of Public Works Hafferman with
some questions on contracting out garbage pickup.
The first question concerned the number of cans to be picked up for the proposed
price of $3.50 per month. Mr. Kelly thought about 3 cans would be average - holidays
and spring and fall cleanup time they might expect more and would pick it up if it
is packaged right. If there are places who continually abuse the 3 can average, a
letter or talk with them would be in order.
The next question concerned charges.for additional cans and who does the billing.
Mr. Kelly stated that they would not charge for additional cans unless it was a
continuous abuse. Billing would be done as it is now by special assessment on the
tax notice.
Alley clean-up would be done primarily by the City crews. If grass clippings are
placed in plastic bags and are not excessive in number, the Kellys would probably
pick up along with regular garbage. Limbs, boards, old appliances, etc. would not
be picked up.
When asked about a side -arm loader and if the price would be the same, Mr. Kelly
stated that he would be looking quite away down the road at that and could not
say what the price would be.
Councilman Palmer explained how the Forest Service bidding is done so that the
present hauler can protect his investment.
If there is garbage on the ground caused by dogs, they do not clean it up. What
they spill they do pick up.
The discrepancy in the count for the west side probably is because they were told to
count Park View Terrace and the hospital area and these would not be included in
our west side count.
Hafferman asked about the administrative fee for garbage - $17,000.00. Mr.
Terry Kelly explained that the difference between our $4.00 charge and their
$3.50 charge would pay administrative fees. Hafferman said he could not see
where we would gain anything and he could see no reason to change anything unless
there is an advantage. Mr. Kelly stated that he thought we would be so pleased
with their service that we would contract out the entire City.
