In attendance were Gayle Vidal, Francis O'Boyle, Wayne Saverud, Louis Ruiz, John Zauner, Gary Nystul, Howard Grainger. Paul Palmer was absent. Mayor McDowell present, also: Bob Hafferman, Bill Clements, two representatives from Montana Mack, Gordon Pirrie, Kevin Calnan and other interested Main Street businessmen. MISPELL,. MONTAN.A May l0 , lq 82 TO THE HONORABLE l2AYOR AND CITY COUNCIL � )0BNTW XxX Gordon Pirrie and Kevin Calnan gave an update on the proposal for creating a lighting district of 44 historic lights to run -behind alley of Center St. near Kelly Main to 5th St. and from the bank to 5th St. 'Total of 4,415' of frontage. to be assessed, with 70.5% of property owners signing petition: no protests. Estimated total installation cost is $75,000 ($15 front footage assessment) possibility of .spread- ing over 3 to 5 year period. It was suggested that because of parking lot at Buffalo Block area, First Federal Savings $ Loan be left out of Special Lighting District. Procedure to create district was discussed. Cost breakdown is approximately $28,000 preliminary work, cast aluminum lights another $28,000, and around $20,000 for instal- lation. The foundry at Anaconda made the original mold for cast iron lights, they are about 3 times heavier, cost would be about 1/3 again more than aluminum lights. Question same price for auto or manual transmission: 180 model is Peavier frame, has a passenger seat that the '82 does not nave, has other extra features. The Montana Mack bid was over spee d. Councilman Saverud again asked if we had a definite need for this size vehicle, and asked consideration of how much of our operation can the vehicle be used. Discussion followed. Councilman Ruiz moved to accept the recommendation of Bob Hafferman for purchase of Manion's Automatic transmission model, in the amount of �45,316, with the extended warranty for one year at $650, to be presented to Council at May 17 meeting. Seconded by John Zauner. All aye vote. Carried. Councilman O'Boyle recommended that the bid bonds be immediately returned to Montana Mack and Roy Stanley, Street and Alley Committee: Daily Inter Lake Request for Dish Installation: Councilman O'Boyle reported that we have an agreement with the Daily Inter Lake for dish installation. They will not protrude over 3 feet onto City property, and an agreement can be drawn up with the City Attorney to remove the dish if it is ever necessary to install a sidewalk. Street & Alley Commitcee: Burlington Northern Main Street Radius Councilman O'Boyle reported that he had been in contact with BN. The radius can now be acquired for $1,500 at Main and Center Streets. Increase in footage: originally we requested 640 sq. ft „ they now offer 720 sq. ft. We will have to respond to BN to- morrow, May 11. Previous asking price was $7,500.. Councilman Zauner moved to accept BN offer, Councilman Grainger seconded to present to Council. Councilman O'Boyle vili contact BN regarding. this. Councilman Nyst.zl expressed concern to the Mayor about duplication of truck bid openings and hoped that it would not happen again; -2- Councilman 0' Boyle agreed that a better system was needed to draw up specs on future bids, the present system was not satisfactory as is. City Development Committee: Councilman Saverud reminded the Council that at the last meeting he indicated that he had been contacted about sale of property at Demarsville. The Mayor informed Wayne that we own about 72 acres south of town near Demarsville Cemetary. The property is the old dump ground; was anticipated that this would be used for sewer dept. expansion, but this was not done; have easement. Unsure of exact location of this property, Mayor will obtain a sketch. Councilman Saverud recommend that we have a full inventory of land owned. Mayor McDowell was asked to get this, as well as a list` of leases, terms, to determine how holdings are affected. Mayor McDowell indicated that a meeting had been scheduled with the County Com- missioners for a zoning discussion on Wednesday;!,May 12, at 4:00 P.M. at City Hall. All Council members present indicated availability -to attend this meeting. Parks Committee: Councilman Vidal advised that Parks personnel attended a seminar with the Dept. of Health and learned that the swimming pool was not conforming to law and out of com- pliance with State regulations, and cited the particular problems. Today she learned that Bruckhauser Pool was exempt because it was built before the regulations were in existence. Liability is definitely a problem. Councilman Grainger stated that we were covered for one million dollars. Ethical responsibility is area for concern. Councilman Ruiz felt that a bond would go and that the public should be aware of the problems. Councilman Vidal stated that a group was actively working (unofficially informed of this), headed by Jim Thompson. The Inter Lake is interested in doing an article about the pool. She mentioned the fact that.the pool cost $20,000 over and above the amount taken in last year and felt that a similar amount could be put into a reserve fund if the pool were not to open this year, She stated that we are still not up to code with filter system at the pool, Councilman Grainger stated that he was not so concerned about the liability aspect of the pool as much as he is bodily injury for one person from substandard situation. Councilman Saverud stated that from information he has the water in the wading pool is not chlorinated and Councilan Vidal agreed that it was unsanitary. Councilman Zaunei mentioned that it was not fenced in, dogs were free to run in area. Councilman O'Boyle recommended that the public be given ample warning, cut off the pool at the end of this year, The pool problem will be presented to City Council at its regular meeting May 17th.
