02-12-90 S&W Comm MinutesSEWER AND WATER COMMITTEE MINUTES February 12, 1990 7:00 p.m. Attendance: Chairman Granmo, Councilman Nystul, Councilman Furlong. Others Present: Mayor Hopkins, S/W Supt. Van Dyke, Asst. S/W Supt. Allen, Acting City Clerk -Treasurer Robertson, Dennis Carver of Carver Engineering, Marty Watkins of the State Fish, Wildlife and Parks. Mrs Watkins informed the Committee that the state needs a site to dump approximately 30,000 gallons of septic sewage from pit toilets. This sewage has a large volume of solids (cans, bottles, trash, etc.) and would require a special site to dump into the city's sewer collection system. The site would create malodors and would require special wash down facilities. With the increasing pumping of septic tanks, recreational pit toilets, and the more stringent regulations for dumping, it is imminent that an approved dump site be constructed. Mrs Watkins stated there may be special funding available to finance the construction of this site. Mr. Carver agreed to conduct preliminary design work and prepare estimated costs for construction. There was discussion on the city altering the fees for dumping sewage. WWTP Mr. Carver spent considerable time explaining the new wastewater treatment plant, construction methods, technical functions, and general operations. There was lengthy discussion, questions and answers on this subject. Mr. Carver stated there is not expected to be any additional 0 & M costs. The decreased spacing in the bar screen will cause increased volumes in solid wastes. Mr. Carver and Mayor Hopkins agreed to contact the Landfill Board and inquire about taking our screenings, grit, and scum to the Flathead County Landfill. Mr. Carver will prepare for the city a revised schedule for construction, so the city may resubmit their schedule. The current estimated cost for the new plant are $8,000,000. EPA's current committed contribution is $5,800,000. The city's existing funds are $600,000. $1,600,000 must be financed by the city through bonds. EPA's share is 72.5%. The original agreement with EPA was to finance 75% of traditional construction and 85% of innovative improvements. Mr. Carver is to approach Mr. Anderson of EPA on this matter and attempt to receive additional funding. 6TH STREET WEST Discussion was held on the 6th St. W. project and funding. Pack and Co. was low bid at $303,645. The street portion was $152,750, storm drain portion $49,020, and water main portion $101,825. The consensus of the Committee was that the water and storm drain portion of the project be financed by Tax Increment Funding because the project was driven by street reconstruciton and water and storm drain improvements were not of high priority. METERS The Committee was informed of the meters that were changed at the Outlaw Inn and that they would be billed for the last six months for an approximate amount of $9,500. isThere was also considerable discussion on the meters at the hospital and the present problem of water mains and whether or not they beong to the city.
