CITY HALL COUNCIL CHAMBERS OCTOBER 11, 1989 .
7:30 P.M.
Present: Chairman Nystul, Council members Hafferman, Gunnerson, Furlong and
Hopkins, City Attorney Neier, Water Supt. VanDyke; also in attend-
ance were representatives from the Evergreen Water District, Chair-
man Jack Fallon, Consulting Engineer Dennis Carver and Attorney
Bill Astle.
Chairman Nystul opened the meeting at 7:30. Fallon presented the Evergreen Water
District response to the counter -proposal from the City, dated May 4, 1989. In his
handout, Fallon indicated Evergreen was in general agreement with all conditions
presented by the City, with the exception of the annexation issue. Attorney Astle
explained that the water district could not waive the Protest of Annexation for the
landowners of the district. Chairman Fallon stated that they feel the annexation
requirement will defeat their RSID proposal.
The water district intends to create a Rural Special Improvement District for the
entire area to be sewered. This will build the trunk lines up LaSalle to the bridge,
the lift stations and the force main into the City. The EPA Grant will be used for
this portion as.well as extending to 60% of the potential service area. Additional
RSID's will be used to extend the system to other neighborhoods.
The Second Phase of the project will extend to other users in the service area. The
district is applying for Community Development Block Grants to help fund this por-
tion. Phase Three will complete the area potentially to Reserve Drive.
db Evergreen estimates 1,200 equivalent users will be in the first phase. Payments to
the City from the first phase are estimated to be around $125,000. The second and
third phases will involve about 700 additional equivalent users.
Council members asked questions of Chairman Fallon, Engineer Carver and Attorney
Astle. Dennis Carver stated the odor problem would be anticipated and that exist-
ing technology was available to prevent any problems.
The Council agreed to meet on Monday, October 23rd at 7:30 P.M. to discuss the
annexation situation.
The meeting adjourned at approximately 9:30 P.M.
