Van Dyke, Surveyor Zavodny, Mike Fraser of Thomas, Dean & Hoskins, Tom Heinecke of Brinkman and Lenon. HUTTON WATER MAIN - BID AUTHORIZATION - UPDATE Mr. Fraser stated a brief update on the design phase of the extension. He presented and explained a hydraulic analysis which was prepared for the design. The analysis provides the City with information regarding the majority of the high pressure zone. The preliminary plans will be submitted to the City for approval during the week of August 21, 1989. At the time of approval T, D & H would like to advertise for bids within a three week period. Department of Health approval would occur about the time of construction. Mr. Fraser advised that as a result of the hydraulic analysis it was determined that in order to increase the flow of pressure required for the college the main was extended further. mittee agreed to recommend the call for bids for the water line construction Hutton Water Main to the Council Monday August 21, 1989. In addition, the ee concurred with the extension in order to meet flow requirements. Mr. Fraser informed of a problem with pressure to the Junior High School. The Committee referred this to the S/W Supt.'s on going agenda for issues requiring resolution. ARMORY WELL S/W Supt. Van Dyke reported the Armory Well is in running condition. At this time the well is being manually oeprated until such time as the telemetry programmer can program the well into the system as a slow starting pump. Mr. Fraser informed the Committee in the event of a power outage the well will shut down and possibly create a surge through the pipes. He stated the solution would be • to install a pressure relief valve to eliminate the pressure surge. PURDY/REMICK SEWER Mr. Fraser informed the Committee that Mr. Learned and the Remicks are all expected to sign the necessary easement documents. Mr. Beaver is refusing to sign his easement for maintenance of the portion of sewer main through his property. The City will be able to clean the line using the two manholes not on his property. Lengthy discussion took place regarding the Purdy/Remick phase of the project and the necessity to abandon the,27" line, which is deteriorated, and utilize the 36" trunk line. C. Furlong expressed opposition for replacing a main that is in working condition. After further discussion of the need to switch over the Purdy/Remick portion, the Committee decided to recommend the remaining portion of the line from the north end of the City Shops on 1st Ave. W. and .the Purdy/Remick portion in one project. Mr. Fraser and Surveyor Zavodny are to work on obtaining the necessary easements for the 1st Ave. W. portion of the project. LAWRENCE PARK PUMP HOUSE - REMODEL - HEAT SOURCE Mr. Heinecke researched various alternatives for heating in the Lawrence Park Pump House and recommends the use of infared heating using a conventional gas furnace with a water coil installed to provide cooling. Infared heating is cost effective and will pay for itself within 1.4 years. Cooling will be accomplished by running water through a coil. The water would then • be expelled in the floor drain so as not to introduce any possible contamination into the water system. 'Aug,,st 16, 1989 SEWLK A , Mr. Heinecke will report the water.gallonage required for the cooling system to S/W Supt. Van Dyke. In addition, the cost of remodeling the building and painting both the pump house and .the spring house as well as the heating system is estimated at $31,308.00. This will include both interior and exterior remodeling, lighting, fence gates, paint, etc. S/W Supt. Van Dyke suggested to go out for bid on the heating and remodeling excluding the fence and paint, which modifies the total estimate to $22,000.00. $25,000.00 is budgeted. The bid could include alternates for lighting, painting, and fencing. C. Nystul stated he is in favor of the entire project. For items such as fencing the City can receive proposals for this separately, but can be included in the package. The work is long overdue. S/W Supt. Van Dyke requested authorization to go out for bids for this project and will report to Committee on the amount of water gallonage for cooling. C. Nystul expressed concern for the time of year for painting and that this could be deleted from the project at this time. C. Furlong agreed. to t JERRY SLACK S/W Supt. Van Dyke stated he has received a request by Jerry Slack, owner of a 4—plex on Hawthorne, for the City to waive the requirement of installation of a sprinkling meter on this property due to hardship of replumbing the entire building. In addition, he is requesting sprinkling rates without the meter. The Committee requested S/W Supt. Van Dyke to further investigate the issue and report back for decision. MATERIAL BIDS C. Nystul stated he was contacted by a pipe supplier who claims some suppliers do not carry the plastic pipe requested and may be excluded from the bidding process because the bid proposal calls for a combined unit price. S/W Supt. Van Dyke responded he has sent an addendum to the suppliers which states award will be granted based on the combined unit price of Items 1 and 2. Item 3 will be awarded separately. Item 3 is the plastic pipe. STORM DRAIN INLETS C. Nystul questioned the type of storm drain inlets being used by the City. S/W Supt. Van Dyke has spoken with Surveyor Zavodny and both have agreed inlets specified in the standards can be used. The Department can change to the alternate if the Council desires.
