08-04-89 S&W Comm MinutesAugust 4, 1989 SEWER AND WATER COMMITTEE MINUTES Attendance: Chairman Nystul, Vice Chairman Hopkins, Councilman Furlong. 8:20 A.M. Others Present: Mayor Kennedy, S/W Supt. Van Dyke, Surveyor Zavodny, Dennis Carver of Carver Engineering, Gary Stempin of the County Landfill. WWTP - UPDATE Mr. Carver reported Carver Engineering/SESI is finishing their final preliminary design and will have it published by August 9, 1989, answering all of the state°s comments. They have some of the final design completed on the elements of the plant that are not an issue. They are not yet at a point to reach a decision for sludge handling, but will make alternate proposals for public and Council input. Composting will be the recommendation for ultimate disposal of the sludge. Four sites have been considered for composting; 1) WWTP, 2) 40 acres, City owned, 3) County Landfill, 4) Missoula EKO. Missoula EKO is a private company that composts the sludge from the City of Missoula. EKO markets the compost across the country either as potting soil or as compost. The last option would require hauling sludge to Missoula, three truck loads per week. Mr. Carver reported that they will not recommend having the composting site at the WWTP or the south 40 acres. The decision is based on the possibility of the compost generating odors. They are recommending that the City works out an agreement with the County for the landfill site, which also requires hauling sludge. State Health Dept. representatives hinted that composting should be publicly presented to the Council for decision. Mr. Carver reported the design criteria is delayed primarily due to Health Dept. concerns and negotiations. The final schedule should be within 30 days. All delays have been documented. S/W Supt. Van Dyke introduced Mr. Stempin of the County Landfill. The County is considering initiating a composting operation and may be interested in a joint venture with the City of Kalispell. Mr. Stempin stated the County°s primary concern is to dispose of wood waste, which is the media used in composting. The County is looking at a plant which will compost all of the waste at the Landfill, approximately 35 tons per day. Kalispell is expected to accumulate 1.5 tons per day and could be incorporated into the Landfill operation. C. Nystul questioned if the County is looking at either turning the compost into a product to sell or for a method of disposal. Mr. Stempin responded the future is being looked at for constructing greenhouses from recycled plastic, using compost as a media, and then leasing to private enterprise. Mr. Carver stated that initially the composting operation will be a very controlled process but in the future can be incorporated into disposal of leaves, grass, etc. C. Furlong questioned the alternatives to composting. Mr. Carver responded the alternative to composting is to continue injecting sludge. They are not recommending injection because of upcoming EPA regulations. C. Nystul questioned how soon the City needs to obtain a composting site once the plant is constructed. Mr. Carver responded the facility can be designed without knowing where the site will be. If the decision is made to have the site at the Landfill, Mr. Carver is recommending the site be obtained as soon as possible within the next few months. It will be two years before the City will be composting sludge. S/W Supt. Van Dyke stated the City will continue to inject until composting is established. Mr. Stempin stated the backup system should serve until the County has made decision. He will have more information available within one to two months. The City should not have a problem leasing a one to two acre site from the Landfill if. the County does not decide to compost. August 4, 1989 SEWER AND WATER COMMITTEE MINUTES Page 2 Mr. Carver stated once the decision is made to compost and to have the site at the Landifll they will ask the County Board to secure a two acre site. S/W Supt. Van Dyke presented pictures of the compost facilities at Comax and Missoula and samples of composted sludge. C. Furlong expressed concern for the cost of hauling and composting the sludge in Missoula. He stated an agreement should be worked out with the County. Mr. Stempin stated the compost material will belong to the City. Other discussions taking place are in relation to the County assisting with manpower and billing the City for man hours. Surveyor Zavodny stated the City may be able to reabsorb the compost into the operations. Brief discussion then took place regarding the composting process. Mr. Carver explained the headworks being designed and the process the wastewater/sludge will undergo. C. Nystul questioned the proposed shop building. Mr. Carver responded there will be a building to handle the belt filter presses, sludge handling, chemical feed for polymers and backup alum, generator room for standby power, blower room, lab, office, operations room, and a computer room. The State has asked that they include in the building a training facility for 30 people. The funds for the additional space will come from the state/federal government. After discussion took place regarding the necessity for the additional space the Committee decided to recommend the addition of the training area if it is not funded by the City. C. Nystul questioned if a recommendation needs to be made to the Council for concensus to support the composting alternative and further a concensus of the Council to pursue an agreement with the Solid Waste Disposal District for the location at their site. Mr. Carver responded yes. C. Furlong agreed and stated costs should be reviewed for alternatives. Mayor Kennedy expressed concern for the continued hauling costs. He is not convinced that the composting site should not be at the WWTP to eliminate the hauling costs. Mr. Carver stated it will cost less money for a long Reriod of time to have the site at the WWTP, but there is a risk of odors. C. Furlong stated if the City is not hauling sludge, wood chips will have to be hauled. Mr. Stempin stated in hauling, the City will be required to haul three times more wood than sludge. Mr. Carver advised of the requirements for the cleanup operation after hauling sludge and that it is not an easy operation. C. Hopkins stated he is in concurrence with the recommendation made and to advise the public of the change of course to compost as well as opening the doors to obtain cost figures. CURBING - SOUTHWEST KALISPELL Surveyor Zavodny reported the curbing being installed on the SW Kalispell project is standard drive -over curb, which is used nation wide. Smaller cars are unable to drive over the curb. The design could be changed to 10" rather than 12". Marriott has installed the 10" drive -over curb for the River View Greens Subdivision and has stated the cost will remain the same. The design could remain the same and provide curb cuts at the driveway locations or standard curb and gutter with curb cuts could be used. August 4, 1989 SEWER AND WATER COMMITTEE MINUTES Page 3 Discussion then took place regarding the differences of curbing and what will work best for the Southwest Kalispell project. Mr. Carver advised the City should not provide any curb cuts as it may adversely affect drainage. Based on the recommendatiion of Mr. Carver and the Public Works Staff the Committee agreed to recommend to the City Council to adopt the new curbing design for the Southwest Kalispell Project and not allow curb cuts. Resolution for the residents on 4th Ave. W. is being referred to the Public Works Committee. STORM SEWER - MERIDIAN ROAD C. Nystul stated Surveyor Zavodny and S/W Supt. Van Dyke have come up with a good idea to start a storm drain which will solve three problems; 1) Flooding problem at the Pittman property, 2) Existing storm drain replacement, 3) After installation, the storm drain is in a position to take care of Meridian. Surveyor Zavodny stated this will eliminate the need to obtain the triangular piece of land for a retention site. C. Nystul stated if installation of storm drain on 7th St. W. takes place now it will tie into Meridian. C. Furlong questioned if there is enough money available for this project. Surveyor Zavodny stated there is enough money for this now but the overall Storm Drain Budget is lacking $15,000. S/W Supt. Van Dyke responded he is able to work with this and not be deficient. S/W Supt. Van Dyke presented a tentative schedule for Meridian Road and 7th St. W. Surveyor Zavodny stated the staff was asked to keep Meridian Road as a priority. The storm drainage has evolved into something interesting in that not only does it solve the storm drainage problems on Meridian, it solves Mr. Pittman°s severe problem, and takes an old storm drain out from under six houses that sooner or later would have been a liability to the City. In conjunction with this, the Public Works Staff would like to begin the storm drain installation on 7th Ave. W. as soon as possible. In addition, Surveyor Zavodny presented a concept to begin water main installation on Meridian Road between Center and 2nd St. W. as soon as possible with the hope that by the time it snows this portion will be excavated, new water main installed, pit run and crushed gravel placed, and have the road in acceptable condition to continue with the project in the early spring. The weather will dictate progress this year. If the Council wants to do something, given dollars and time this is the best that can be done and is a good start. C. Furlong questioned what the staff is requesting. Surveyor Zavodny responded the staff is requesting authorization to begin the project, authorization to go out for bids for materials for the project, authorization to order pipe which will cost less than $10,000 for stock to immediately use on 7th St. W. This will give a three week advantage over the bidding process. C. Furlong questioned how the surface will be prepared after the pipe is laid. Surveyor Zavondy responded the street is in need of reconstruction and the surface will be prepared to a minimum by patching the trench. C. Nystul stated that in order to start this project, he is in favor of the authorization for the concept of the project and for enough material to install storm drain to Mr. Pittman`s residence. The Council of the Whole needs to look at Meridian Road in more detail. There is a solution to the storm drainage on Meridian and this will expedite the Meridian project. He questioned if the Committee would consider reconvening on Monday August 7, 1989 to finish the discussion of Meridian Road. The Committee agreed to meet at 6:00 P.M. with all Council members to be invited. August 4, 1989 SEWER AND WATER COMMITTEE MINUTES Page 4 The Committee agreed to recommend to the Council in favor of the concept and to authorize the call for bids for materials for storm drain. The Committee also agreed to authorize the Public Works Staff to purchase $10,000 worth of materials to expedite the project. C. Nystul stated his concern about installing water main is the overall project and the need to visit with the S/W Supt. about the overall need for the Water Dept. for priority purposes. C. Hopkins stated he is uncomfortable with doing a little portion of the project in the same context as wanting to do the entire project this year to show the public something is being done. He believes if there is confidence the project as planned can be accomplished and not rushed or complicated, he may be in favor. The last Public Works Committee meeting S/W Supt. Van Dyke expressed concern for installing the water main in pieces. He would like assurances there is no problem with this and that it may be a better project all at once rather than splitting in half. C. Furlong stated Meridian is a problem and he believes the sooner the City begins the project the sooner it will be completed. Surveyor Zavondy stated if the Council is committed to the project the City will have ajump on the water main now. Where the water main is laid it will be a gravel road and will require maintenance, watering, and grading throughout the winter. C. Nystul stated the Council needs to be assured that the right of way, curbing, and funding issues are taken care of before the City digs. Surveyor Zavodny responded once installation of water main begins total committment to the project has to be made. The Committee then postponed discussion until August 7, 1989.
