Others Present: Mayor Kennedy, DPW Hammer, S/W Supt. Van Dyke, Joanne Spielman of
The Daily Interlake.
ENGINEERING — HUTTON ADDITION WATER MAIN C. Nystul reported the firm of Thomas, Dean
& Hoskins has been recommended to be the engineer for the Hutton Addition Water Main
project. He then called for discussion.
S/W Supt. Van Dyke presented the attached memo of recommendation for the award of
engineering services.

called for discussion and expressed appreciation for the efforts of C. Furlong sittin
on the Committee. There being no discussion he called for a vote. All members voted
ave and the motion carried.
OUTLAY REPORT - REQUEST FOR REIMBURSEMENT C. Nystul presented an outlay report and
request for reimbursement on the construction program. This is a final reimbursement
from EPA for the phosphorus study. EPA reimbursement is $1,845.25. The other portion
will give Evergreen $12,492.00 to pay for their amendment to the facility plan.

COUNCIL AGENDA S/W Supt. Van Dyke stated he will be unable to attend the Council meeting
on this date and welcomed any questions concerning the agenda items for sewer and water.
In particular he questioned the hiring of an assistant sewer and water supt.
C. Nystul stated a motion will go to the Council for the assistant position. S/W Supt.
Van Dyke questioned the motion.
C. Nystul responded the issue will go to the Council floor without any recommendation
for discussion.
C. Nystul called for questions to S/W Supt. Van Dyke. There were none.
DPW Hammer questioned Mayor Kennedy what the discussion will regard. Mayor Kennedy
requested the Committee for definition.
C. Nystul stated there are seven different opinions, one without an opinion, and will
be discussed on the Council floor regarding hiring or not hiring an assistant, setting a
salary, etc.
DPW Hammer stated the discussion should not take place on the Council floor. Mayor
Kennedy expressed concern because the Council approved the position. The S/W Supt.
was hired under the assumption he was going to have an assistant. He is also concerned
of the direction of discussion.
C. Furlong stated he will, when asked, address the issue when the budgetary process
takes place. Reassessment will be needed for decision of staffing requirements.
• DPW Hammer stated it is his personal opinion that discussing personnel may change
to discussing individuals and that he does not like discussing personnel on the Council
floor. It would best be resolved in a combination Public Works/Sewer and Water Committee
or a Council Workshop.

C. Nystul called for further discussion.
C. Hopkins stated he feels that two people are needed more for the long range planning
need rather than the work demand. He stated the original intent was to hire a S/W Supt.
with expertise in sewer what the City got was a S/W Supt, with expertise in water.
The original intent of getting someone with sewer expertise has not been met. He has
no problems with S/W Supt. Van Dyke's skills and ability, S/W Supt. Van Dyke has
unquestionable expertise in water management and is gaining expertise in sewer
management but doesn't have this immediately. He then questioned if S/W Supt. Van Dyke
wanted to speak in his defense.
S/W Supt. Van Dyke stated he does not think he has to speak in his defense and C.
Hopkins agreed. He applied for a job, was accepted and has been working at the
job ever since. He is planning to continue to keep doing all he can. The Council
made a decision and this is what everything is based on. He does not intend to look
back and is continuing on with the direction given.
Mayor Kennedy stated his confidence in Mr. Van Dyke. There is full confidence that
Mr. Van Dyke can handle the job in whatever position. The City may get someone with
an engineering degree behind his name, but he does not think the City will get a man
who will do the job any better than Mr. Van Dyke in either or both areas.
C. Furlong stated he believes the Council properly should revisit the concept of two
coequal positions.
DPW Hammer stated he would like to see any further discussion take place in a joint
Public Works/Sewer and Water Committee.
C. Furlong agreed to the suggestion of DPW Hammer to have a joint meeting for
recommendation to Council.
C. Nystul stated a Council of the Whole Workshop would be better for more Council
participation. The date and time will be set at the City Council meeting on this date.

SUBJECT: Engineering Services for the Hutton Addition Water Main Project
Request for Proposals was advertised on May 23, 1989 and May 30, 1989. A deadline
was set for submission of proposals at 5:00 P.M. on June 5, 1989. Firms submitting
proposals by the deadline were Billmayer Engineering, Thomas, Dean & Hoskins,
Carver Engineering, Stokes and Associates, and Morrison-Maierle/CSSA. The Committee
set up to review the proposals was composed of City Councilman Noel Furlong, S/W Supt.
IV Van Dyke, Surveyor Zavodny, and Street Supt. Brady. The committee met at 8:00 A.M.
on June 15, 1989 and reviewed the proposals. The firms were evaluated as per the
Request for Proposals based on the Criteria for Evaluation as set out in the RFP.
The recommendation of the selection committee for the engineer for the Hutton
Addition Water Main Project is the firm of Thomas, Dean & Hoskins, Inc.
If construction is to be completed by November 1989 the City Council will have to
approve the engineering selection at the June 19. 1989 Regular Council Meeting.
