M Attendance: Chairman Nystul, Councilman Furlong.
Others Present: DPW Hammer, S/W Supt. Van Dyke, Surveyor Zavodny, Dr. Howard Fryett
and Chuck Corrigan of FVCC.
• FVCC Discussion of proposal and site plan took place with S/W Supt. Van Dyke stating
explanation.
Dr. Fryett stated there are no monies allocated by the college to fund the engineering
certification of the mains. The certification is not included in the contract FVCC
has with Architects Design. He then requested the City to share the cost of the
engineering certification. The college secured quotes as follows: Carver Engineering,
$5,560.00; T, D & H, $2,750.00; and Morrison-Maierle, $10,000.00.
S/W Supt. Van Dyke stated asbuilts have to be presented to the City by a professional
engineer registered in the State of Montana. The City is asking for a 20' easement
and that water and sewer mains be turned over to the City after construction is
completed.
Dr. Fryett stated FVCC will have their attorney work with the City Attorney for
preparation of easements.
C. Nystul stated he is not aware of City participating in costs for certification
and asbuilts, but the City has participated in inspection.
C. Furlong stated he believes the Architect should have known the requirements and
how the City does business. The service should have been included in their contract
with FVCC.
DPW Hammer questioned if the college is aware of the hookup fees. Dr. Fryett responded
• yes.
C. Nystul explained the purpose of the hookup fees charged.
The Committee agreed to assist FVCC with the assistance of City staff for inspection.
Dr. Fryett expressed appreciation for calling the meeting on short notice.
There being no further FVCC business on the agenda Dr. Fryett and Mr. Corrigan excused
themselves from the meeting.
C. Nystul questioned the progress for hiring an engineer for the main extension to the
college.
S/W Supt. Van Dyke informed the Committee proposals were received from five engineers
and have not yet been reviewed.
Discussion took place in regard to adding the high pressure zone study to the water main
extension.
The Committee decided to include C. Furlong on the selection committee for the engineer.
The Committee will meet June 19, 1989 at 4:00 P.M. to decide on the recommendation to
the Council on June 19, 1989 at 7:30 P.M.
•PROPOSALS - WATER MAIN INSTALLATION - MERIDIAN ROAD S/W Supt. Van Dyke stated that the
water main in Meridian Road is going to be replaced when the road is reconstructed.
He requested the Committee to recommend to the Council the staff be authorized to request
proposals for water main installation on Meridian Road.

Surveyor Zavodny informed the Committee the staff is working under the direction
of the Public Works Committee to create design and obtain cost estimates for
reconstruction.
• C. Nystul suggested the Committee recommend authorization to advertise for prop
for water main installation on Meridian Road. C. Furlong so moved. The motion
carried in favor.
ASSISTANT S/W SUPT. Mayor Kennedy stated the Council has approved the hiring of an
Assistant S/W Supt. and requested the Committee to set a salary.
C. Nystul stated he would not discuss this at this time and requested the Mayor and C.
Furlong to hold discussion in the office of the Mayor. Mayor Kennedy agreed.
PURDY/REMICK SEWER C. Nystul stated if C. Furlong can be convinced to complete the
Purdy/Remick Sewer project then he is in concurrence.
Mayor Kennedy and C. Nystul then excused themselves from the meeting.
S/W Supt. Van Dyke explained the Purdy/Remick Sewer project is the final phase of the
installation of the trunk line. The City obligated itself to make necessary corrections
to abandon the existing sewer line and reroute the new main.
C. Furlong stated he has spoken with the engineer for the project and decided that
if the existing main is in working condition, there is not a necessity to change over
at this point in time.
