Attendance: Chairman Hopkins, Councilman Schindler. • Others Present: Mayor Kennedy, DPW Hammer, Building Official Kerzman, City Accountant Robertson, Surveyor Zavodny, Construction Inspector Van Dyke. ORDINANCE Mayor Kennedy presented an Ordinance requiring the use of public sewer by residents of the City of Kalispell, and providing an effective date. He stated a brief history of Woodland SID 337. Mayor Kennedy stated the City has been dealing with Water Quality for leniency on hookup requirements for SID 337. The last negotiations resulted in an ordinance which sets a five year time frame for hookup. After the City Council approves the ordinance EPA, upon receipt of a copy, will reimburse the remainder of $49,000 to the City. C. Schindler stated he believes the residents of SID 337 were told they did not have to hookup until the time their present system failed. The misunderstanding came from C. Nystul who lead everyone to believe this to get the project through. C. Hopkins stated C. Nystul has requested that whenever his name is mentioned to include whatever was said in the minutes. The Committee decided to take the Ordinance before the City Council Monday May 1, 1989. AIR QUALITY C. Hopkins reported the last Air Quality meeting that took place regarded creation of ordinances to aid compliance with Air Quality. Mayor Kennedy stated he has advised City Attorney Neier to work with Columbia Falls regarding proposed ordinances. • DPW Hammer reported discussions with representatives of the State Highway Department discouraged any effort to reach any maintenance agreement for Idaho Street. DPW Hammer believes if the City of Kalispell enters into agreement with the state it should be comprehensive and the City should receive compensation for all work performed. 5TH STREET EAST — Reconstruction DPW Hammer presented and explained site drawings of 5th St. E. He informed of a safety problem with parking as it exists and has been working on various solutions with Assistant Police Chief Hossack. One option is to narrow the street approximately 10', allow 5' of additional use for adjacent property owners and continue with parallel parking. Another option is to widen the street, provide angle parking, and create a median. Building Official Kerzman informed the Committee of a letter of request from Mr. Trippet to utilize the off street parking spaces to fulfill Mr. Trippet's requirements for parking when he expands his building. This is contrary to the Building Ordinance which requires him to provide parking within his property line. After considerable discussion the Committee made the decision to approve option one. DPW Hammer requested additional time to draft a more detailed description of option one before Council makes a decision. The Committee was in agreement and will address a revised site plan for reconstruction this year at their next meeting. Surveyor Zavodny requested Committee guidance in regard to placing 5th St. E. above S. Meridian Road as a priority. The Committee agreed 5th St. E. should take priority over S. Meridian Road at this time. Mayor Kennedy also questioned if any ordering of curbing needs to be authorized by • Council at this time. He requested the Public Works Staff to act on completion of Burger King. PUBLIC WORKS/SEWER AND WATER COMMITTEE MINUTES April 27, 1989 Page 2 DPW Hammer stated that while completing Burger King this year, Equity and Davies Equipment should also have curbs ordered in, resolve storm drainage, and overlay the • area. C. Schindler requested the Public Works Department create a new site plan for 5th St. E. as well as a plan for the area around Burger King and provide the Council with these drawings. C. Hopkins stated C. Nystul has indicated he approves of adding greenery and boulevards and the Public Works Staff may want to address this on 5th St. E. DPW Hammer stated tree grates will be reflected in the design. BILL SIDEMORE DPW Hammer stated the Public Works Department has received two estimates for repair to a roof on a garage from an accident caused by the garbage truck this winter. Mr. Sidemore has requested to receive the money in order to repair the roof himself. The Committee agreed Mr. Sidemore is entitled to the requested compensation. C. Hopkins stated this issue will be brought to the Finance/Personnel & Policy/Insurance Committee for review. HIGH PRESSURE ZONE C. Hopkins questioned if the City should request proposals at this time for the high pressure zone study. Construction Inspector Van Dyke responded the water main extension for FVCC and the proposals for the high pressure zone study could be requested simultaneously. DPW Hammer stated it is not any more cost effective to request these proposals simultaneously and suggested to only request proposals for the water main extension at this time. •1 llC VVIIIW ILLCC Department to Council to authorize the Public Works water main ins C & C AUTO C. Schindler stated the owner of C & C Auto has requested two hour parking be extended on 1st Ave. W. This is due to the relocation of the Salvation Army and their need for additional parking. The Committee agreed to authorize the extended two hour parking if the adjacent residents did not object. The Public Works Staff is to obtain input from the adjacent property owners and report back to Committee. SEWER AND WATER SUPERINTENDENT Mayor Kennedy announced that the decision has been made on hiring a Sewer and Water Supt. Mr. Van Dyke has been selected to fill this position. Mayor Kennedy reported all of the applicants were reviewed and interviews took place. Mr. Van Dyke has all of the qualifications for construction inspection, which is important on the new WWTP. He has worked on the RFPs and RFQs for all projects, and worked with grant money and approving claim payments, etc. C. Schindler stated even though Mr. Hyde was extremely educated in a lot of areas and Mr. Hughes is a good person, since Mr. Van Dyke has been Acting Water Supt. he has seen more accomplishments and more contact with the public than before. C. Hopkins agreed. C. Hopkins stated it was interesting to notice the increase of the Sewer and Water Committee agenda as soon as Mr. Van Dyke became Acting Water Supt. Mayor Kennedy stated, for the minutes, Mr. Van Dyke is one of the most conscientious • workers in the City of Kalispell, does a lot on his own time and is dependable and interested in protecting the citizens and the taxpayer dollars. Mayor Kennedy is extremely pleased with the selection. C. Schindler added all staff members present fall into this category. PUBLIC WORKS/SEWER AND WATER COMMITTEE MINUTES April 27, 1989 Page 3 DPW Hammer stated Mr. Van Dyke as Acting Water Supt. obtained his Class II Waterworks isOperator Certification and expects to obtain his Wastewater Operator Certification within the next six to nine months. No matter who the City hires and whatever experience the person may have in WWTP it would not apply as the City has moved forward to Biological Nutrient Removal. Mr. Van Dyke will be an expert on BNR when the WWTP is constructed. C. Hopkins and C. Schindler agreed Mr. Van Dyke is a good choice for the position. C. Hopkins thanked Mr. Van Dyke for accepting the position. C. Schindler questioned if the Construction Inspector's position is to be filled. Mayor Kennedy responded yes, as soon as possible. Mayor Kennedy stated in addition, Mr. Van Dyke will be in charge of the two Water Clerks in the front office. Mr. Van Dyke stated he is looking forward to working in the capacity of Sewer and Water Supt. and is enthusiastic about the work. He welcomed the Committee's input and encouraged open communication. Mayor Kennedy will report the appointment to the Council. C. Schindler questioned if confirmation is required of the Council. Mayor Kennedy responded no, it will be an announcement. Mayor Kennedy stated, for a vote of confidence, the Committee should make a motion to approve Ben Van Dyke as the Sewer and Water Supt. Sewer & Water Superintendent DATE: April 26, 1989 Dnwcr r9y1 Zip S9903W91 MONTANA It is my pleasure to announce that myself and Public Works Director Ken Hamer have made a decision on the new Sewer & Water Superintendent. After a thorough review of all the applicants and interviews with the finalists, we have made a derision to hire Mr. Hen van Dyke as the Sewer & Water Superintendent. bir. Van Dyke has been a dedicated, conscientious employee of the City of Kalispell for many years and his recent acitivities as Acting Water Superintendent have proven his ability to handle the job. Mr. Van Dyke will assume this position inmdiately. He will start at Crade 15, Step I, on the Salary Matrix, which is $25,739. Mr. Van Dyke will serve a six month probationary period. After satisfactorily completing the probation period, Mr. Van Dyke will prove to Crade 15, Step II, at a scilary of $26,125. Ben has previous experience prior to employment with the City of Kalispell which indicates his ability to perform in a technical capacity. Duxing the past five years Ben has been directly involved with the construction and maintenance of stone sewers, sanitary sewers and appurtenances such as lift station, telemetry, etc. Ben was instrumental in drafting the RPP and Ri'Q's concerning the Southwest Kalispell Project. More recently, Ben assisted in drafting and preparing the RFP and RFQ's concerning the biological nutrient removal for the Wastewater Tr'eatm OnL Plant. He spent many hours i:eviewing the proposals and was beneficial in assisting with the review. "Vacation City" -1 City Council bk:wbers Page 2 April 26, 1989 While he was acting Water Superintendent, Ben -on his own prepared, studied and took the test for certification of a Class II Waterworks Cperator and passed the test with a grade of 94. Den will likewise prepare, study and pass the certification for the Wastewater Treatment Plant Cperator for Class II cities. Hen has always been one of those mployees that you could ccmpletely count upon. Any job assigned to him was ccmpleted in an efficient nrunner and I am firmly convinced that he is the best man for this job and will do the City of Kalispell and its residents a great service in this capacity.
