Attendance: Chairman Nystul, Vice -Chairman Hopkins, Councilman Schindler, and
Councilman Furlong.
Others Present: _Mayor Kennedy, City Accountant Robertson, Surveyor Zavodny,
Construction Inspector Van Dyke, Dr. Winkle, and Dr. Perjussy.
REIMBURSEMENT - Dr. Winkle Brief discussion took place in regard to the amount of
the agreed upon credit balance which was decided by Committee to credit the account
of Dr. Winkle in the amount of $2,280.49. Given the dollar amount and the length of
time it will take to use the credit, Dr. Winkle requested receipt of the cash balance.

EVERGREEN SEWER C. Nystul presented the Committee with a draft of a response letter
from the City to Evergreen's letter of January 23, 1989. The response letter summarizes
the discussions of the Special Council meeting of Tuesday, April 18, 1989.
Lengthy discussion took place regarding annexation, hookup fees, rate charges, billing,
capital improvements, plant capacity, etc., all conditions of which are to be
incorporated into any agreement the City of Kalispell may enter with Evergreen.
The Committee made various corrections to the letter of response which will be retyped
and distributed in draft form to the City Council before the Council meeting of May 8,
1989. In addition, the response letter was referred to City Attorney Neier for
additional input.
WATER AND SEWER RATE INCREASES City Accountant Robertson presented the requested time
line for public hearing for increasing water and sewer rates. C. Furlong requested
that notifying residents of the public hearing include public service announcements
in the newpaper and on television which provide reasoning for increasing rates.
Surveyor Zavodny stated now is a good time to attempt to revise the system. The Rules
and Regulations for Water and Sewer are not well enough defined, are outdated, and
leave too much room for interpretation and confusion.
The Committee requested the staff to list the issues and refer the list to Committee
to include a copy of the existing rate ordinance.
C. Furlong expressed concern for the City's lack of planning for replacement and repair
of existing City utilities. C. Nystul added from the Committee's standpoint, there
has not been a good assessment of the status of the system for some time.
C. Schindler stated the direction of the City emphasizes expansion and has not been
considering a systematic upgrading of existing utilities. All areas should be placed
on a contingency plan for repair and replacement.
TELEMETRY Construction Inspector Van Dyke reported installation of the computer in
the Water Supt. office begins Monday, April 24, 1989. One change order has been
reviewed and approved in the amount of $290.00. There are no problems anticipated
and the completion date is May 23, 1989.
SID 337 C. Nystul stated SID 337 will be on the agenda for the next meeting for
resolution.
. C. Furlong requested the PW staff to place quotes on hookup fees in writing and provide
Committee members with copies.
