04-04-89 S&W Comm MinutesApril 4, 1989 SEWER AND WATER COMMITTEE MINUTES 8:00 A.M. Attendance: Chairman Nystul, Vice Chairman Hopkins, Councilman Furlong, and Councilman Schindler. • Others Present: DPW Hammer, City Accountant Robertson, Surveyor Zavodny, and Construction Inspector Van Dyke. EVERGREEN SEWER C. Nystul stated three of the five board members for Evergreen have stated they would like a response to their letter dated January 23, 1989. C. Hopkins stated the Sewer and Water Committee authorized the Public Works Staff to further refine cost figures and discuss with persons from Evergreen. DPW Hammer stated the concept was presented by Jerry Lipp,.a board member. The discussions came to a stand still due to disinterest in the proposal. Three of five board members liked Councilman Nystul's proposal and continued discussions of the staff's concept went no further. C. Nystul stated there are many differences among members. He noted the staff's proposal of installing a conventional system on the strip is a reasonable alternative. C. Schindler stated whatever the City gives as a response the City should be prepared to follow through. Discussion took place in regard to annexation, rates, problems with effluent, maintenance, ownership, etc. C. Hopkins and C. Furlong both agreed the City should obtain signed Waivers of Protest of Annexation to provide future options and the City should not eliminate the possibility of annexation. • C. Schindler expressed opposition to annexation and informed of a study conducted by past Police Chief Stefanic which proved it was not a cost effective venture for the City to provide services to Evergreen. If research were to be conducted to prove revenues from taxes would fund services to the area then annexation could be a feasible possibility. C. Nystul stated the evidence of failed septic systems is a more pressing issue at present. The Committee decided to meet and further discuss responses to Evergreen after completion of the following research: 1. Obtain figures for the portion of pipe within City limits to be upgraded for transmission. 2. Determine a fair cost to be charged for capital improvements. 3. Determine the rate to be charged for gallonage at the meter at the lift station. City Accountant Robertson stated determination of utilizing a small diameter system vs a conventional system will provide basis for figuring costs. DPW Hammer suggested a poll be conducted by Craig Hess of the Flathead Basin Commission to determine the percentage of property owners interested in hooking on to the system and response to annexation. Surveyor Zavodny quoted portions of two newspaper articles dated 12-17-87 and 12-20-87. Both of the articles state interest of business owners on the strip and LaSalle is • between 90% and 97%. C. Nystul suggested Mayor Kennedy be requested to contact Craig Hess, Steve Herbaly, Steve Pilcher, and Scott Anderson to provide input to the City regarding the various alternatives.
