Attendance: Chairman Nystul, Vice -Chairman Hopkins, Councilman Furlong.
Others Present: Mayor Kennedy, DPW Hammer, Surveyor Zavodny, Acting Water Supt.
Van Dyke, and Stephen Herbaly, Planning Director of Flathead Regional Development

EVERGREEN SEWER PROPOSAL DPW Hammer presented the Committee with the Public Works
Recommendation for Evergreen Proposal. The concept of the proposal consists of the
City of Kalispell owning, operating, and maintaining the sewer system in Evergreen
Area. The City would administer the grant. He then explained project costs in
relation to Phase I. The City would recover the City contribution in 7.5 years,
which will depend on the extent of participation of Evergreen in relation to operation
and maintenance, debt retirement, and what Kalsipell believes is a comprehensive
amount to be reimbursed.
Acting Water Supt. Van Dyke presented and explained a map outlining the encompassing
project which would include all of the Evergreen Water District.
DPW Hammer stated Phase I estimates are based on 100 users. The discussions the staff
has had with Evergreen Water District representatives have been positive toward a
solution. Any solution would require signatures on waivers of protest of annexation
by individual property owners as they hook on to the system. The system would be a
conventional system with possibly considering the use of small diameter for the far
outlying areas.
DPW Hammer stressed Kalispell's limitations on growth to the north and that Evergreen
is a viable area in which to extend. Possible incentives for annexation may be
addressed in negotiations. Surveyor Zavodny noted the elimination of installation
and costly maintenance of septic tanks is an incentive.
• DPW Hammer stated when the new treatment plant is completed, Kalispell and Evergreen
will not have to address new rules and regulations from Water Quality due to biological
phosphorus removal. Other treatment plants that are not as advanced will be unable to
remain in compliance with continuing rules and regulations mandated by the State and
Federal Government. In addition, Evergreen saves the cost of vac trucks, land application,
administration, etc.
C. Nystul questioned if reimbursement of the new system, debt retirement, and 0 & M,
by "late comers" has been addressed. DPW Hammer responded more negotiations on cost
figures will have to take place to arrive at a figure which would cover these costs.
If Evergreen installs their own system, the City loses control.
The Committee then discussed hook up fees, rate charges, funding, and possibilities for
additional phases.
Steve Herbaly presented a synopsis of his opinion regarding the Evergreen area in relation
to sewer expansion. He addressed annexation as being a positive solution for the area,
as well as the installation of a traditional system.
DPW Hammer requested authorization to conduct informal discussions with the Evergreen
Water District and report back to the Committee.
C. Nystul stated the planning document for Evergreen requires response from the City.
C. Nystul recommended to the Committee to take the presentations under advisement and
• discuss in a future meeting as well as deciding to have discussions at various levels.
C. Furlong recommended the Committee encourage the continuance of discussions to
refine the proposal and cost figures and report back to Committee. C. Hopkins
responded in agreement and, also, the need for the City to respond to Evergreen's
Proposal in terms of acceptance or rejection.

The Committee agreed to authorize the Public Works Staff to further refine the
cost figures and proposal in discussions with persons representing Evergreen.
C. Nystul noted the funding of Phases II & III is of concern. The City should
eventually respond to Evergreen's letter of January 23, 1989.
