Others Present: Mayor Kennedy, DPW Hammer, Acting Water Supt. Van Dyke, Surveyor Zavodny, Sandy Fellows, Mike Fraser of Thomas, Dean & Hoskins, and Dennis Carver of Carver Engineering. SANDY FELLOWS —Delinquent Water Account Sandy Fellows stated a brief history of the trailer court she owns on Woodland Avenue. She requested the Committee to credit the water account of $2,600.00. Water leaks on the property were caused by corroded pipes from sewage leaching into the ground. Due to the lack of timely action of the City to create an SID to install the sewer system in the area, she requested compensation from the City for water which had leaked from these pipes. After brief discussion, C. Furlong moved the Committee recommend reimbursement of one half of the excess consumption during this time period. C. Hopkins seconded. The motion carried with all in favor. C. Nystul directed Acting Water Supt. Van Dyke to prepare the cost figures. Sandy Fellows will inform the Committee of her decision regarding the negotiated amount. DR. WINKLE - Water Bill Adjustment Acting Water Supt. Van Dyke reported the calculation for compensation due to Dr. Winkle for the improperly installed sprinkling meters is $2,280.00. He informed the Committee Dr. Winkle has agreed to the refund and has requested a cash refund. C. Furlong moved the Committee grant a credit of $2,280.00. C. Hopkins seconded. With all in favor. the motion carried. ARMORY WELL CHECK VALVE Acting Water Supt. Van Dyke stated the problems associated with the Baker Check Valve at the Armory Well. Due to the problems with the check valve the Armory Well has been inactive since September 1988. He requested the services of Thomas, Dean & Hoskins to evaluate the inactive valve and investigate possible solutions and cost estimates. Thomas, Dean & Hoskins has previous experience with this particular valve. Mr. Fraser explained technical problems with the valve and stated three possible solutions which will be presented to the Public Works Staff for review. CARVER ENGINEERING - High Pressure Zone Mr. Carver provided the Committee with a written report of preliminary recommendations for water improvements to north Kalispell area. Earlier analysis indicated fire flows would not be adequate to the new FVCC site if the building construction did not include a fire suppression sprinkler system. Since the time of the previous report FVCC has indicated that a sprinkler system will be installed in the new buildings. Because of this decision the recommendation for extension of a water main to the site remains as originally proposed as does all original estimates for construction. Carver Engineering recommends the City proceed with the water supply and distribution system improvements in the north Kalsipell area as follows: 1. Construct the new 12" main to the FVCC campus as previously recommended. This line should adequately serve the college with domestic water and fire flows in conjunction with fire suppression sprinkler system. 2. Construct a 12" main from the elevated reservoir to Harrison Blvd. The recommended route will require that easements be obtained. 3. Construct a new ground water supply system at a site obtained from FVCC.
