Montana Forest Products applied for two permits to use water from Ashley Creek, one for fire protection and the other for industrial use. The City uses Ashley Creek for discharging effluent. The Brostens have applied for two permits to use water from the Stillwater River, one for 600 gpm and the other 1500 gpm. The golf course utilizes this water for irrigation and have found in summer months the water level is low. In addition, Noffsinger Spring, which is the City's major water source, is located by the Stillwater River. Bill Donsbach has applied for 1000 gpm from the Stillwater River.. DPW Hammer stated the importance of objecting to Ashley Creek is the amount of water rights everyone has been assigned is 18 cu. ft. per second and Ashley Creek only flows at 15.4 cu. ft. per second. If everyone used their water rights up, the creek could be run dry. The WWTP discharges into the creek. C. Nystul requested Acting Water Supt. Van Dyke to prepare a list to be entered into the minutes of the City Council. C. Schindler stated for the record he has to abstain from the Ashley Creek objections as a water user of Ashley Creek. LAWRENCE PARK REMODEL - Heat Pump Acting Water Supt. Van Dyke sketched a description of the Lawrence Park building and explained the needed replacement of the boiler used for heating. There is also a chlorination room which houses the chlorine tanks used for injection into the water system. The chlorine room has been found by the State and Workmans Compensation to necessitate the enclosure of the area and installation of an outside door to access the area. The remodeling should take place in conjunction with solving the heating problem and installation of the telemetry system. The telemetry system will monitor the room for any chlorination leaks. DPW Hammer reported $25,000 has been budgeted for the remodel. Pete Hertlein of P P & L originated the proposal of the heat pump for the hospital. DPW Hammer explained the heat pump operations and concerns. W/S Supt. Hyde decided to test the heat pump in the Lawrence Park building. At that time P P & L was willing to give the City the grant of $25,000 for installation and save the City the cost of remodeling and heating. C. Schindler noted there is major cost in repairing the heat pump, and the pump freezes if the temperature drops to 20 degrees below zero. C. Nystul advised the staff of Montana Power's findings. The City would recover the cost in one year to change the boiler in Lawrence Park. He suggested investigation take place regarding the cost and efficiency of an improved gas system. C. Nystul recommended the Committee encourage the staff to proceed with the remodeling of the Lawrence Park pump station to be completed in the summer of 1989 with a change of the heat system. Acting Water Supt. Van Dyke stated there are structural problems with the building and an engineer is needed to design the remodel. Surveyor Zavodny questioned the possibility of having the telemetry installed on a temporary basis until the building is remodeled. C. Furlong requested the staff to report back to the Committee with a recommendation to include costs. Mayor Kennedy stated the City Accountant has recommended the sewer and water rates be raised. He advised Senate Bill 290 will make the City unable to raise rates 12%. It would tie any increase in utility rates to the inflation factor.
