SEWER & WATER COMMITTEE
The committee met at 8:00 A.M. Present were members Nystul, Ruiz and Hafferman,
t also present were Superintendent Hyde, Paul Stokes of Stahley Engineers, Susan Moyer
and Ross Plambeck of Community Development Department, DPW Ken Hammer and Surveyor
Fred Zavodny.
WASTEWATER TREATMENT PLANT:
Supt. Hyde reported on the treatment plant. We are in tentative agreement with the
proposed discharge permit from the Water Quality Bureau. In order for us to receive
75-25 funding for the phosphorous and other improvements at the plant, we need to sub-
mit a grant amendment application. It was the recommendation of the committee that
the Council authorize the mayor to sign a grand amendment application for the next
plant improvements. The facility plan can now be finished and we can proceed ahead
with its finalization.
ENGINEER SELECTION
Now that the facility plan is nearing completion and the discharge permit is in
rough form, the engineering can start at the Wastewater Treatment Plant for phos-
phorous removal and the other improvements. Supt. Hyde recommends that we prepare
a RFQ or Statement of Qualifications to solicit proposals from engineering firms.
Councilwoman Hafferman asked Paul Stokes what it means to get a different engineer.
He agreed that they welcomed the solicitation and was confident in his firm's
ability. Superintendent Hyde pointed out that the scope of work we now have with
Stahley is substantially different than the work we will be going to do. That is
the reason for his recommendation of the solicitation of proposals. The committee
agreed to recommend to Council the solicitation of engineering firms.
ASHLEY CREEK
Supt. Hyde reported that he has engaged Marc Spratt, as authorized, to take water
samples at four sites along Ashley Creek. This may give some indications of what
is needed to be cleaned up in the creek. Jack Stanford may have a Masters student
who would be available to study Ashley as a one year project.
SLUDGE MANAGEMENT FACILITY
There is a final dispute with the Water Quality Bureau on the Sludge Management
Facility. The City solicited proposals for some piping. The total exceeded $10,000
for both and they were awarded to the same firm. The State says this is not legal ,
and they will pay only $10,000. The final payment to the City is being held up --
about $5,000 is in dispute.
VEHICLES
Supt. Hyde announced that the Wastewater Treatment Plant has purchased two vehicles.
One replaces the pickup which was using 4 quarts of oil a day. It was not economical
to repair. Another vehicle purchased was an '83 Jeep which replaces a 1944 Jeep and
is used to plow snow and other tasks at the plant.
SOUTHWEST KALISPELL PROJECT
Susan and Ross explained where we are with the project. About $145,000 is budgeted
from the Water Department as its contribution to replacing what is mandated by PSC
•rules - the two inch line. The CGBG will pay for the balance of the water line and
the city match on the sewer line. The total project is about $843,300 for 19 blocks
and 104 existing residences. The street will have a gravel patch at this time until
Phase II, which will replace the street surface. There will be a hearing on Wednesday,
September 9, at 7:30 P.M. at City Hall on the project.

• STORM DRAIN ASSESSMENTS
The Clerk reported he had no record of the square feet of the different rates charged
for storm sewer. The proposed new rates were based on percentages. Now that the
County has run the tax roll, the rates used in the resolution generate more than
the amount that was budgeted. It was the committee's direction to reduce the rates
so that the budgeted amount will be realized. At new resolution will be proposed
at the next meeting.
WOODLAND AVENUE S.I.D.
There are now over 50% of users on the system (the trailer court and Montessori
School). The conditions of the EPA Grant are to have "substantially all" of the
users hooked up one year after completion. When the project was started, the intent
was that no one would be required to be hooked on until approximately five years or
when their system failed -whichever occurred first. The one year is up on June 30,
1988, The old sewer hook-up fees have been charged to those connected now.
It was the concensus of the committee that Superintendent Hyde write the residents
telling them: (a) the old hook-up rates will be in effect until June 1988, (b)
that the city would like as many who can, or need to, or are interested to hook on,
(c) that the city stated in the beginning it was not going to require all to con-
nect, but would allow 5 years or until a septic system failed, and we would stand
by that policy.
Andy also stated there was a problem with the procurement of the engineering in-
spection services for the EPA. Apparently the right steps were done but at the
wrong time. Therefore, we may not be reimbursed for the inspection.
SEWER CREW
Superintendent Hyde asked to increase the sewer crew from two to three. The tem-
porary employee is working out well. There is concern over Ron Anderson's health.
If the work is slow during the winter, the new man would be laid off. Chairman
Nystul asked for time to think about this.
