SEWER AND WATER COMMITTEE
8:00 A.M.
Chairman Nystul and Councilmembers Ruiz and Hafferman in attendance.
Sewer and Water Superintendent Hyde also present.
MATERIALS BIDS - Water Main Materials received three bids. Waterworks
bid was lower than list price. S/W Supt. Hyde explained how the bids were
specified. The Committee awarded the bid to Waterworks. Sewer Main Materials
(Storm Sewer), Waterworks was the lowest of three bidders. The Committee
awarded the bid to Waterworks. Service Fittings Bid attracted four bidders.
S/W Supt. Hyde explained that one of the bidders (Kepner) doesn't handle
Muellers, but does hand Fords, which are allowed by the City Standards. He
said the City Attorney has said they could submit a bid on Fords but
if they were low the Council could choose to award the bid to them or the
Council did not have to, because the specifications called for Muellers.
The problem of mixing Ford and Mueller parts in the field was discussed. The
Water Department has had some problems with leakage when parts were interchanged.
S/W Supt. Hyde recommended going with the low Mueller bid for standardization.
The Committee awarded the bid to Waterworks. It was suggested that the Water
Department try some Ford parts so that this issue could be based on experience
in the future. e -
HIGHWAY 93 BORING FOR WATERMAIN CROSSING - There was only one bid received
for this project. There was a question about the difference in the bid price
and what had been quoted to the Council some months ago. S/W Supt. Hyde explained
• that the bid included all the work involved as well as the materials for the
pipe, which were not included in the earlier figure. The Committee recommended
awarding the bid subject to Jay Billmayer's approval.
FACILITY PLAN - The WQB (Randy Nelson) has asked for an honest appraisal
of the alternatives available for the treatment plant. Stahly's reports provide
a poor analysis on which to base this large a project. It was felt that if
McLaughlin is going to get the design job then we need a clear analysis of
all the options. S/W Supt. Hyde recommended that if Stahly must do more work
then they should be paid for it. WQB will "talk about" whether this extra
work will be grant eligible. S/W Supt. Hyde said that if it was not eligible
the City would not do it. The work that needs to be done is to exapnd the
portion of the plan concerned with the plant - analysis of treatment possibilities
available for removing phosphorus, and the costs to be expected to clean up
the effluent. It was felt that with this information the Council would be
able to make a logical decision. The WQB, McLaughlin and Stahly will be here
next week to set out the scope of work - IF WQB will approve the grant eligibility.
WQB has asked to address the Council. C. Nystul felt that was a good
idea so that everything would be on the record.
Solicitation for Engineers - C. Nystul stated that the contract Stahly
is under now was signed as an accommodation to the City to meet deadlines
for the grant. The contract states it is for Step II and III, design and
inspection. What happened to Step I? WQB didn't like the first plan and
threw it out. So a new contract was signed for another Step I. The engineering
• contract had to be part of the grant ammendment.
There was discussion of the fact that there are 100+ plants on the Great
Lakes that are removing phosphorus. At least one local firm would like to
team up with one of the firms,that has done many of these plants. It was

the feeling of the committee that we should look out there to see what expertise
is available. S/W Supt. Hyde recommended 1) terminating the existing contract.
There is a termination clause of ten days and talking with them. We had a
definite problem with an inexperienced inspector on the sludge management
facility. McLaughlin has agreed to use professional inspectors in the future.
Another problem has been that McLaughlin has not been willing to listen to
the City. The words used to describe this problem were "insensitive and stubborn."
2) Solicit proposals while keeping McLaughlin at the head of the list unless
someone much better becomes available. C. Hafferman stated that she didn't
want to make a decision until she had the opportunity to hear Paul Stokes
side of the story. The discussion also pointed out that when Stably was selected
for the sludge treatment facility, phosphorus removal was not even on the
horizon. A portion of a memo from the City Attorney was shared which stated
that the Council must be prudent in the selection of engineers because if
the choice is not done well and the plant doesn't work the Council would be
negligent. It was felt that McLaughlin has put very little down on paper
for justification. The decision on this was tabled.
