March 16, 1987 SEWER AND WATER COMMITTEE 3:30 P.M.
Chairman Nystul and Councilman Ruiz in attendance. Mayor Kennedy, DPW
Hammer, S/W Supt. Hyde, Surveyor Zavodny, Construction Inspector Van Dyke,
Ross Plambeck from Community Development, and Roger Hopkins of the Daily Inter
Lake also present.
SOUTHWEST KALISPELL PROJECT - S/W Supt. Hyde presented a memo ranking
the five proposals received for the engineering of this project (attached).
C. Ruiz questioned the "familiarity" comment as perhaps shutting the door
to they firms. C. Nystul stated that experience is gained by working for
other cities, not necessarily the City of Kalispell. This engineering will
be paid for from sewer operating funds and will be reimbursed by grant funds
when the design is accepted. DPW Hammer pointed out that even though a firm
is chosen for this portion the City will still go out for proposals for the
next step (construction services). The design engineer could also be someone
different. Ross Plambeck stated that the only way this project is going to
go is if the City gets the block grant, so it is critical to get through this
application process. The Committee will recommend to the Council that the
engineering firm of Thomas, Dean & Hoskins be hired.
CONSTRUCTION STANDARDS UPDATE - The proposed changes have been in the
hands of Council members for a week or so. There are extensive changes that
will bring the City Standards into compliance with the 10 States Standards
and the AWWA Standards, as well as changes to the gravel specifications (from
the Montana Public Works Standards) that will give the City much better control
of the materials we receive. The Committee will recommend adoption of the
changes.

RE: Ranking of Engineers For Southwest Kalispell Facility Plan
Proposals from 5 engineering firms were received by the deadline
established in the RFP.
• Susan Moyer, Ross Plambeck and I interviewed representatives
from the 5 firms this morning. After reviewing the proposals and
interviews, the firms were ranked in the following order from best
to least qualified:
Thomas, Dean & Hoskins
Morrison-Maierle
Carver Engineering
Billmayer Engineering
Stably Engineering
The top two firms seem equal in terms of expertise and ability
to write the facility plan with the tight deadlines, but .Thomas,
Dean & Hoskins' familiarity with the Community Development Block
Grant Program is a definite strength that is unmatched by any of
the other firms. The firms ranked below Morrison- Maierle appeared
less able to meet the tight deadlines, less willing to utilize City
staff to their fullest, or less qualified than the top two firms,
for various reasons.
The proposals provided by all five firms are available for
your review and inspection if you so desire.
Unless the Committee is aware of other information or considerations,
Thomas, Dean & Hoskins seem best able to successfully complete this
project within the time period we face.
