January 19, 1987 SEWER AND WATER COMMITTEE 4:00 P.M.
Chairman Nystul and Councilman Ruiz in attendance. Mayor Kennedy, Sewer
and Water Superintendent Hyde, Clerk Halver and Roger Hopkins of the Daily
Interlake also present.
CHANGE ORDER, WOODLAND SEWER PROJECT - The WQB wants the time table for
the rest of the project. LHC is shut down now because of frost. They got
almost to the corner of College Avenue. Later in the meeting Tom Cowan of Carver
Engineering brought a revised change order which included an increase of $4,000
for stubbing in the O'Neil property, an extension of 60 working days, and a
request for a winter shutdown on the project. C. Ruiz moved that the Committee
recommend approval and Chairman Nystul was in agreement.
AMENDMENT TO ENGINEERING AGREEMENT, WOODLAND SEWER PROJECT - The Committee
agreed to recommend approval based upon S/W Supt. Hyde's recommendation.
ORDINANCE NO. 1092 - C. Nystul explained a minor change in the second
paragraph of Section 1:"Within 180 days after notification from the City to
the property owner that such connection is required". That particular point
was requested by WQB. The first reading was January 5 and was read as "within
a reasonable amount of time". The Council will be advised of the change before
voting. C. Nystul stated that this could be to the City's advantage because
of the wording "after notification by the City".
GREENACRES WEST DELINQUENT BILL - S/W Supt. Hyde explained the concern
of the homeowners about being charged when Dean Marquardt was resonsible. Mr.
Marquardt came down to the Water Department and acknowledged that he was supposed
to pay and stated that he would. Two payments have been made. The account
is way behind because the homeowners stopped paying. There was a question
of who was the responsible party in this issue in the past. The balance as
of today is $6800. S/W Supt. Hyde questioned if the City could shut off the
service for non-payment. C. Ruiz recalled that this had been discussed when
the City first accepted Greenacres. The Committee agreed that the City's agreement
was with Marquardt, and any further problem was between the homeowners and
Marquardt. S/W Supt. Hyde will send a shut-off notice immediately to both
Marquardt and the homeowners association.
TREATMENT PLANT UPDATE - the effluent has presently violated the permit
for concentration of fecal coliforms and chlorine. A letter was received from
Water Quality Bureau asking what was going to be done. The City replied with
a short-term solution of adding baffles to the chlorine contact chamber. The
water that enters one end of the chamber is supposed to take about an hour
to get to the other end. That is not happening (as shown by a dye test by
the Chief Operator). Baffles should slow up the movement. In addition the
chlorine dose will be tested several times a day. WQB has requested a more
long-range plan before April lst, when the City will begin chlorinating again.
PAYMENT OF WATER BILLS AT B&B - Several other utilities have a payment
drop at B&B and Group W Cable has offered to pick up and deliver them when
they pick up their own. It would be a convenience to the customer. The program
will do some advertising. S/W.Supt. Hyde said the only problem he could see
was that if someone didn't pay their bill they might use it as one more loophole/
arguement when the City shuts them off. If there is no legal problem the Committee
didn't see any reason not to try the program.

WATER DEPARTMENT PERSONNEL - C. Ruiz asked about the status of Water Department
personnel and if there were any planned layoffs. S/W Supt. Hyde explained
that they were on a main break at the present, and had been working on fire
hydrants. He felt there was plenty of maintenance to be done. They have been
covering about eight hydrants a day. Andy explained that Carmen was the meter
reader, but that she was not reading meters but rather was typing up the replace-
ment pages for the meter book, which must be done every three years. C. Ruiz
asked if this had traditionally been done by the meter reader. Andy replied
that the clerical people could do it, but there was alot of information known
by the meter reader that is helpful in updating the sheets as she goes along.
Carol is typing some for the east side, but they will have to be updated at
a later date. Jeff is reading meters, Gene is working on the telemetry. All
the parts are back and he is putting it together again. Discussion of the
WWTP staff included the comment that the City will need to look at increasing
staff there. C. Nystul asked if Water personnel were working on meters, to
which Andy responded only the high consumption problems.,, He felt time was
available to continue the meter program but because a certain amount of tact
is required for working with meters in the home and not all personnel would
be good for that.
• Joyce is planning to return about the first of March. The plan at this
point is to terminate the temporary employment of Carmen at that time, unless
construction causes a need for seasonal labor.
