08-19-86 S&W Comm Minutes• August 19, 1986 SEWER AND WATER, PARKS AND PUBLIC WORKS - 4:00 P.M. Chairmen Manning, Palmer and Councilman Nystul in attendance. Mayor Kennedy, DPW Hammer, Parks Director Drent, Sewer and Water Superintendent Hyde, Ed Gallagher of Community Development and Roger Hopkins of the Daily Inter Lake also present. GRIFFIN FIELD DEVELOPMENT COSTS - C. Manning compared the "South Meadows Costs To Date" (August 19, 1986) to the proposed improvement costs (August 15, 1985) and asked Parks Director Drent for his list of funds used to date (see attached). DPW Hammer stated that he disagreed with the figures in the "South Meadows Costs To Date" sheet on the basis that they show the City paid $30/foot. He pointed out that Carver Engineering had their water lines put in for $13+/foot using a contractor and said the figures should be checked out because there appears to be a problem. Water Department labor was charged out for these figures at $25 and $30/hour. After further discussion of which were direct costs and which were not, C. Manning asked C. Nystul what was the Sewer and Water Committee's concept of reimbursing or absorbing the costs associated with putting in the sewer and water. C. Nystul said there had been discussion of how much the utility was willing to do to extend it's services, and comtemplation of receiving the hookup fees, as well as how much the City ought to reimburse the utility because if it had been a developer -extending the project the utilities wouldn't have a lot of out-of-pocket costs. He did not have any exact recollection of decisions or breakdowns. DPW Hammer gave some history of this project in an effort to clarify the matter. Jerry Begg at one time offered the American Legion 7 acres of property at the top of the 80 acres with no strings attached. While it was in the best interests of the Legion, DPW Hammer did not feel that it was in the best interests of the City and that using the acreage in the flat would be better and would also help the development of the 80 acres (South Meadows). To DPW Hammer's best recollection the discussion was that the amount of hook-up fees and taxes and usage fees would more than offset the costs of extending the sewer and water, and would probably more than cover the costs. He pointed out the figures showing hook-up fees which would cover the costs presented. He said there had been plans to reimburse the Street Department for the materials for the street, and he would be able to provide labor costs. C. Manning compared the proposed costs aTid those spent and asked if the plan had not been for the City to do the work and save, but it was pointed out that most of the work had been contracted. Parks Director Drent stated that there had been alot of costs that were not anticipated: Geomax, studies for flood plain, etc. Considering only the sewer and water the actual costs are much less than the proposed. Street costs for materials only would need to be taken care of. There was also discussion of costs of bringing the field up to date and doing some final things. At this point C. Manning figured the City had $122,341.52 tied up in the project. C. Nystul compared the projected and actual costs and stated that if they considered the burecratic and wasted costs the projected and actual costs balanced out quite well. • The next qeustion was what was going to be done to finance this project. The suggestion had been made that an association be formed along the lines of the Golf Association of baseball people, and turn the project over to them. The City has the committment of the revenues from Griffin Park going toward baseball facilities, and when the projections were being run the concept was to reimburse part of it. C. Manning was not sure that most of the Council felt that the lion's share of the funds would be reimbursed out of the sale funds. The concern is how to absorb the costs until monies become available. • SEWER AND WATER, PARKS, PUBLIC WORKS COMMITTEES August 19, 1986 Page 2 Parks Director Drent quoted from the minutes of the August 5, 1985 Council Meeting: "Councilman Palmer asked for an outline of the conditions involved in the Begg Property and requested they be made a part of the minutes. - 1. Legion Field is the primary use. 2. The city will put in properly sized services for added development. 3. The city will provide a crossing of Ashley Creek for access to other city owned property and to South Meadows subdivision. The motion carried. Councilman Ruiz moved the additional $30,000 of Revenue Sharing money be used for start up costs of relocating Griffin Field to be repaid from proceeds of sale of Griffin Park. Councilman Manning seconded and the motion carried." C. Manning said if he understood that right the City assumed the responsibility just like they did for the Monk Agreement - that the City would extend the sewer and water to the property line for added development so that costs could be recouped through hook-up fees. That would also include the street. The only costs to be recouped were the $30,000 of Revenue Sharing money (which grew to $52,219.78). DPW Hammer questioned the original access to the original park, which was going around the back of Gardner Auction. He stated that if the $52,000 was divided by half, assuming that half goes to one side and half to the other, water and sewer, you are looking at very near the $30,000 (half to the new ballfield, half to the City park). The whole $52,000 benefits • both the ballpark and the parklands. C. Nystul would like to see the minutes researched. He voiced concern of setting a precedent with no reimbursement for extending services. He pointed out that the Monk Agreement was at least a cost sharing participation. Parks Director Drent stated that he had gone through all the old minutes and there was no mention. He did remember discussing it during a ride viewing parklands, but there were not minutes. Clarification needed for whether or not reimbursement would be made for any of the sewer and water and how much, and the same for the street. Pieter's concern was for reimbursement of the funds needed to work on the tennis courts, but felt that the $30,000 had been well spent for a park area that was badly needed in that portion of town. _ Parking Commission willingness to commit $200,000 was reported, based upon legal approval. The paving of old Griffin was discussed, and the financial and legal questions. DPW questioned (forgetting that the Parking Commission is interested in the property) the resoning behind the paving requirement when the plans are so temporary - would the City require a contractor to do that? The College needs parking, it's good for residences and businesses, you gravel it and give a temporary permit and wait to see what is going to happen in that area with the moving of the college, BN development, etc. Hate to see that money be wasted. • Now - Parks Director Drent said he had $18,000 and needed to continue working on with own crew and Herb Sandon, get it leveled and top soil distributed and it seeded. He felt tiling in the infield would provide all the needed drainage. DPW Hammer said that drainage, irrigation and seeding were the minimum needs for being able to play on that field next year, along with a backstop and bases. • SEWER AND WATER, PARKS, PUBLIC WORKS COMMITTEES August 19, 1986 Page 3 There was additional discussion of community support through an association, the experience of Missoula, leasing the park to an association. The consensus was that Pieter would do some leveling work and seed the middle of September unless additional funds became available to do more. VISITOR'S CENTER RESTROOMS - Building Official Jackson is working on the plans. The concept is to upgrade, move stalls within the building, but not alter the outside structure. SWIMMING POOL FEES - Parks Director Drent is to check with other cities to see what they charge. C. Palmer suggested that the schools make available season passes at the end of the school year. The pool manager will have a report for the Parks Committee after the pool closes for the season. WOODLAND PARK LAGOON - Ed Brandon complemented Parks Director Drent on the work around the lagoon and said he had done a very nice job.
