• Chairman Nystul and Councilman Ruiz present. Mayor McDowell, DPW Hammer,
Water and Sewer Superintendent Hyde, Louise Bowdish, and Mr. Gilchrist also
present.
LOUISE BOWDISH WATER ADJUSTMENT REQUEST - Mrs. Bowdish presented her
case for adjustment for 243 2nd Street West stating that it took the Water
Department several hours after called to find and shut off the water valve.
There had been no extra charge for the sewer, the excess water being shown
under sprinkling, and the Committee agreed that an adjustment of $12.00 would
be appropriate. Mrs. Bowdish was happy with the decision.
GILCRIST WATER ADJUSTMENT REQUEST - Mr. Gilchrist presented bills since
January of 1981 to support his claim that there had been a problem with the
meter at 606 2nd Avenue East, a rental. When the meter was replaced the new
usage was again reasonable. The Water Department did estimate for 6 months
before the new meter. W/S Superintendent Hyde is to do some further research
and computation to find an equitable solution and make a recommendation to
the Committee.
HAGEMAN WATER ADJUSTMENT RE -QUEST - Mr. Hageman was not in attendance'
but the Public Works Secretary explained that he had had the water turned
off, requested that it be turned on so that he could test the pipes, and failed
to ask that it be turned off again. Also, it had been off for about half
of a billing period and he objected to paying the minimum charge for the whole
period. The Committee was in agreement that as long as the water was on the
• minimum must be paid.
FOUR SEASONS SPRINKLING REQUEST - W/S Superintendent Hyde reported that
there were three buildings, 3 meters, and plumbing branching out in several
directions. He said there were two options: tie into the service line and
install a new sprinkler system with a meter of it's own. This would be a
very big project, The alternative would be a flat rate based on the figures
of several years usage. The owner has occupancy records and the W/S Superintendent
will come up with an equitable figure to charge as a flat fee.
GRANDVIEW SEWER EXTENSION - Tabled.
NORTHWESTERN TELEPHONE STORM SEWER EXTENSION - The Committee felt they
had no problem with extending the storm sewer so as to solve the water problems
in the parking lot as long as there was an agreement that the phone company
would maintain the extension as long as they owned the property. DPW Hammer
indicated that he would prefer that the City provide a 12" pipe and the line
belong to the City so that others on the alley could hook up to it at a later
date. The Committee agreed that the phone company will install the extension
at their own expense, using 12" pipe provided by the City. The phone company
will also reimburse the City for what the original 6" line would cost. The
extension, when completed, will belong to the City.
REMICK ADDITION EASEMENT AND SEWER CONNECTION - DPW Hammer explained
that the Remick's had provided an easement for the new truck sewer with the
• understanding that they be allowed to tap into the 24" main at no cost to
them. He further explained that all the trailers would run to one manhole
and one line would then connect to the main. The Committee agreed that for
the reconnection it is the City's expense to provide the manhole and the collection
lines.

WINDWARD WAY SEWER LINE SAG - W/S Superintendent Hyde explained that
he had not been able to speak with Ron Anderson yet to verify the problem.
If the problem is as stated by Mike Fraser then 100-150' of line would need
to be replaced. He estimated the cost of repair at $2,000 - $3,000. He is
to report back to the Committee when he has a firm answer.
MC CLARTY SEWER HOOK-UP/SEPTIC SYSTEM REQUEST - W/S Superintendent Hyde
explained that there is a lot in the middle of the 900 block of 8th Avenue
West, in the City limits, which was sold with the impression that sewer was
available. In fact, it is only available by using a pump station and force
main. There are already 2 force mains in the alley and one gas main. It
is physically impossible to extend the force main that is there. The alternative
is a septic tank. There is no plan to extend the main at this time and in
the future the only solution would be connecting to the sewer main to the
south. Details of connection for a future hook-up were discussed and it was
pointed out that we have a policy against lift stations and septic tanks.
A pump would cost more than a septic,.,system. C. Springer objected to dealing
with this without representation of'McClarty's. It was tabled until Mr. Mc-
Clarty could be present.
MONK DEVELOPER EXTENTION AGREEMENT - The problem holding the agreement
up seems to be that Mr. Monk want to charge the City $2000 for hooking on
• to the south end of his extention. The City would use a further extension
south to hook up Scotty's Bar and Culligan's. The Committee was against agreeing
to the $2,000 hook-up fee and asked that the Attorney be notified. C. Springer
stated that if this could not be wrapped up the water should be shut off until
such time as there was cooperation.
