• Chairman Nystul and Councilmen Springer and Ruiz present. Mayor
McDowell, DPW Hammer, Fred Zavodny and Jay Billmayer also in attendance.
Chairman Nystul brought the meeting to order.
FIFTH AVENUE WEST - FIRST AVENUE WEST ALLEY - Discussion of timing,
condition of old lines, size of replacement lines. Doing alley would
buy time for doing Fifth in phases.
Jay Billmayer presented information on DRISCOPIPE - a slip line
method of replacement where 12" pipe is slipped into existing 18" lines.
Simplifies replacement and excavation greatly. Doing by excavation method
would be more time, money and problems.
Committee will take this suggested system under advisement.
MALL SITE - As soon as possilbe a 24" line will be laid parallel to
the old line before heavy equipment gets started. If work is less than
$10,000.00 will call for verbal bids, if more than $10,000.00 will need
to go out on bids.
C. Ruiz moved to have DPW Hammer buy materials for the city and solicit
proposals for excavation and laying. C. Springer seconded.
Discussion of funding: tax increment, sewer funds, etc. When DPW Hammer
has dollar amount he will submit to Finance Committee and they will make
• recommendation to Council.
STAHLY ENGINEERING LETTER/WWTP - Discussion of change orders on
W.W.T.P. If City does not grant 30 day extension to contractor EPA will
not pay on the 3 change orders that are grant eligible (75%-25%). (The
air relief valve is still under consideration for grant eligiblity).
Water Quality indicated that if bids were under $10,000.00 City engineer
could award to lowest bidder. $26,000.00 total - we pay 25%. Ruiz
moved to have DPW Hammer move on this. Committee concurs.
