04-09-85 S&W Comm Minutest if April 9, 1985 PUBLIC INFORMATION MEETING 7:30 P.M. • WOODLAND SEWER EXTENSION Councilman Nystul, DPW Hammer, Surveyor Zavodny, and Dennis Carver present. Attending from the community were John Sommer, Dan Conrad, Winnie Kaser, Barbara Hall, Dennis and Marilyn Bain, Fred Zauner, Fred Behenna, Betty Lou Thomas, Henry Elwood, Floyd Pauli, Carol Grainger, David Palmiter, Charles O'Neil, Jessie and Janell Woods, Susan Kola, Helen Murphy, Mary Nelson, Christine Curtis, Donald Peterson, Edgar and Carol Brooks, and Art and Diane Thompson. Councilman Nystyl opened the meeting and stated the purpose and intentions. Dennis Carver gave a history of the project beginning with Sandy Fellows initial inquiries and future planning for the entire area, dis- cussion of the lift station, SID proposal, cost breakdowns for paying for the lift station by users and potential users, and city and homeowner responsibilities. He handed out a sheet of possible cost breakdowns for an SID and explained the different choices. Available options (the only options according to state law) of, assessment by SID's include (1)Area - square footage,(2) Front footage, (3) a combination of (1) and (2) - for the figures used in this meeting the combination was 50% and 50%, and (4) an alternate method figuring the cost of the main at $103,000.00 and using the combination of 50% front footage and 50% square footage, and then dividing the remaining $22,000.00 . equally by the 52 hook"ups because it represents the cost from main to property line. Discussion and questions included the following: Placement of main lines and the problem of coming from the backs of houses out to the front to meet the main. Problem with countours and gravity mains and easements and access if they tried to put main behind houses. Down both sides of the road would double the cost. Question of alternate plan: DPW Hammer explained that there never really was 2 plans, just an expanded original plan to cover 200 families instead of just the trailer park. Doing this now will save costs for everyone later. The County Health Department is pushing this project because it will help deal with septic problems. He reiterated that no one will be forced to hook on until their septic system fails. Be indicated that the response his office had received from the area had been 2 to 1 in favor of looking into this. Several times during the evening the inequity to homeowners of using the trailer park as .one hookup rather than 32 came up. But the way the law is written there is no way to get around the four choices listed above. The question was asked would including a larger area cut down the costs to the homeowners? C. Costs to homeowners were discussed. Hook-up fees are $350.00, minimum sewer and water every 2 months is $13.00. SID would cover the cost of the main and 25% of the lift station. An estimate of the cost from the property line to the houses was $3.00 - $5.00 per linear foot. Dennis Carver explained that the City Council would pass a resolution of intent to create a Special Improvement District, and that unless 50% of the residents protested it would be created. In the case of a sewer SID the city can override up to 67% protest. Letter to owners would announce meeting for protests. It was pointed out that property values should increase 20-40%, and undeveloped lots that were not before would become salable. Question of whether or not there was a tax benefit in a homeowner paying off the entire amount the first year: C Nystul gave a techinal and a practical answer. Although an SID is not taxes it is added to the tax bill and could be included as taxes in itemized deductions. DPW Hammer asked people to compare the cost of septic tank replacement with the cost of the SID. There was discussion of the cost to Sandy Fellows for the trailer park alone versus the whole area being involved, and the cost of SID's, which may be about 11%. Time schedule for an SID - State Department of Health review takes 3-4 months, design takes about 2 months, and approximately 30 days construction time. The four choices of assessment for the SID were discussed again and a show of hands vote was taken to show people's preference for the different choices, although in the end the City Council will choose the particular method used. There were 25 persons present from the community and the vote showed 6 for (1), 1 for (2), 4 for (3), and 4 for (4). C. Nystul indicated there would be a mailing to property owners which will include: water and sewer rates, estimate of costs to install line from house to main, appraisal of property values. DPW Hammer reiterated the reason for the meeting was to get input from the homeowners - that the City is not trying to force anything on the homeowners. 00 C.
