SEWER AND WATER COMMITTEE
• Chairman Nystul and Councilman Ruiz attended. Also Dennis Carver,
Fred Zavodny, Ben Van Dyke, Ken Hammer, Don Halver and Roger Hopkins
of the Daily Interlake.
1. The first topic discussed was the "Sandy Fellows" Sewer Extension
proposal. Zavodny and Hammer reviewed the questionaires and stated
that they received 16 in favor and 9 against and several of those
against wanted some cost estimate before responding in favor of
hooking on.
After general discussion of what areas should be included in the
extension service area, Chairman Nystul reccommended Dennis Carver and
D.P.W. Hammer prepare an estimate for extending service to the area in
the city limits and a preliminary estimate for an area to be served by
a Rural Special Improvement District. Councilman Ruiz concurred.
2. Chairman Nystul asked if we were getting billings sent to North
Valley Sewer District. Dennis Carver said he had been taking
readings. Ken Hammer said Mr. Bitney objected to the rate increase,
as the new rate did not agree with his contract. Dennis said he would
get us the readings right away. There was discussion as to who should
read the meter. Chairman Nystul suggested Dennis Carver and DPW Hammer
work something out.
Fred Zavodny requested the City get an easement drafted and recorded
• to give the City access for maintenance of the line. Chairman Nystul
suggested the City draft the easement and present to the North Valley
Sewer District for approval. Councilman Ruiz agreed. Mr. Zavodny
will work with the City Attorney on it.
3. Gloria Marin of North Haven Heights requested information about
hooking up to the City Sewer. Chairman Nystul asked her what others
in the development might be doing. Don Halver stated some of the
residents have already rebuilt their septic systems. Chairman Nystul
stated it was difficult to grant approval because of the distance
involved for the service. He suggested she inquire and determine what
others in the devolopment might be considering.
4. Treatment Plant. DPW Hammer said things are not going well on
getting the problems fixed. There was considerable discussion about
what to do about it. The committee will direct the Mayor send the
"Seven Day Letter" to the Contractor and so notify the Engineer.
DPW Hammer reviewed the Seven major problems pointed out in Pic
Olson's letter with the Committee.
1. Larger water line. He recommended the City fix it.
2. Grid seperator vent. Has not been done. Should be done
by contractor.
• 3. Maintenance manuals. The Engineer is responsible for #1 &
#2, the contractor is responsible for #3

• 4. This is an old line for the original plant. There is no
agreement on who should pay for its replacement. EPA says
they will look into it.
5. Temperature control. Not sensitive enough. EPA will fund
and Stahly will order new one.
6. Flow Measurement. EPA won't fund on this project but
probably will on the next project.
7. Stahly will design the correction and EPA will fund it.
Chairman Nystul said only #1 has to be done by the City.
5. In reference to the City's Construction Standards, the committee
agreed to accept the changes recommended by Fred Zavodny that would be
of concern of the Sewer and Water Committee.
6. 5th Ave West Trunk. DPW Hammer recommended City forces work on a
joint effort with private contractors to do this work.
Chairman Nystul suggested DPW Hammer solicit proposals from engineers
that city forces can work with and come back with a recommendation.
Councilman Ruiz concurred.
Fred Zavodny reminded the committee that the whole trunk needs to be
• redone.
Chairman Nystul adjourned the meeting.
