• Chairman Nystul and members Ruiz and Springer attended. Also in
attendence were Councilmen Manning and Grainger, DPW Hammer, City
Attorney Neier, Clerk Halver, Paul Stokes of Stahly Engineering and
Roger Hopkins.
1. Chairman Nystul reported on the Treatment Plant and the question of
whether the Contractor should be paid. Paul Stokes recommended that
the contractor's claim not be paid until they complete the items
listed. He recommended we give the contactor reasonable time to
complete the problems.
Councilman Springer moved the claim not be paid and Councilman Ruiz
agreed.
2. There are three claims from Stahly Engineering being held. DPW
Hammer recommended these claims not be paid either. The problems with
Stahly are that change orders have not been presented and the 0.& M.
Manuals have not been delivered. Mr. Stokes stated most of this is
beyond his control.
DPW Hammer recommended the Stahly claims not be paid. Councilman
Springer agreed with DPW Hammer and Councilman Ruiz moved the
Committee recommend the Stahly Claims not be paid until the two items
have been corrected.
